therefore the Commission authorized the execution of these two
addenda to the Water Works Contract for LaSalle Park Project,
R -57, in which 252 feet of 16" water mains will be installed on
Kaley and N wcome Streets at a cost of $5,153.35, and 1,214 feet
of water mains will be replaced on certain portions of Washington,
Camden, Liberty, and Bendix Streets at a cost of $7,101.90.
Commission approval was given for these addenda on motion by
Mr. Helmen, seconded by Rev. Kirk. Also in connection with the
City Water Department and LaSalle Park Project, R -57, the Com
mission was apprised of a possible third work item involving the
relocation f 200 stop boxes for which the Redevelopment Depart -
ment will b responsible for payment, subject to approval of the
HUD office in Chicago. Mr. Bellinger alerted the Commission to this
possible expense and said by the next meeting a map will be provided
illustrating the location of the stop boxes and the description of
the trouble.
d. Insofar as the Commission has authorized the execution of
the Industrial Expansion Project, the staff has prepared two con-
tracts, one with Abstract Co. of St. Joseph County, and one with
Abstract Corp. of South 'Bend, which involves title and abstract
searches and examinations of each structure and ultimately guaran-
teeing a clear title. The contracts are not to exceed $2,000 each.
Also in connection with this project, the property management policy
has been prepared for Commission approval. It is identical to the
approved LaSalle Park property management policy, with the exception
that the free rental period would be extended to owner 'and /or tenant.
Commission approval was granted for the adoption of the two abstract
contracts along with the property management policy for the Indus-
trial Expansion Project, R -56, subject to legal counsel approval,
on motion by Mr. Chenney, seconded by Rev. Kirk.
e. The plans for the LaSalle Park Homes have been submitted
by the Greater South Bend Housing Corporation, and upon staff
review, have been found to be consistent with the urban renewal
plan for,-the LaSalle Park.Project, R -57. These plans were .
developed wi hin the financial limitations approved by the FHA
for this dev lopment. Since these housing units will be built
within the L Salle Park Project, Commission approval was received
for the plan in that they meet the plan objectives and standards
for the urba renewal plan, on motion by Mr. Kompar, seconded by
Mr. Chenney.
6. PROGRESS REPORTS
a. New homes construction, LaSalle Park, R -57. It is hopeful
that the sta f will ave Mr. Place's plans or construction of a,
new house in the project area by the next Commission meeting. It
was noted th t the other approved builders are not in process as
yet,.and onl 30 days are permitted in which to begin construction
after the de d is executed. It was explained that FHA inspections
are made of he new construction, following the City inspection,
after the ho se is completed. Mrs. Curtis suggested it would be
appropriate o have an ethical board appointed that had thorough
knowledge of the building codes approved by City officials, and
to check if he building trades are complying with same.
!0
TWO CONTRACTS AP-
PROVED INVOLVING
ABSTRACT AND TITLE
SEARCHES, INDUSTRIAL
EXPANSION PROJECT,
R -56, ALSO PROPERTY
MANAGEMENT POLICY
ADOPTED
PLANS FOR LASALLE
PARK HOMES APPROVED,
LASALLE.PARK PRO-
JECT, R -57
NEW HOMES CONSTRUC-
TION, LASALLE, R -57
