Mr. Harden, President of the LaSalle Park District Council, asked for an explanation on what norm the appraisers used to equate the prices and the amount paid per front foot of vacant lots. Mr. Harden also suggested that the staff had threatened condemnation, but the staff has not been using "condemnation" as a threat to anyone, especially to those who have so far signed the option agreement. The staff suggested a meeting with property owners in LaSalle Park Project area to go over fully the procedure used by the three independent appraisers in arriving at acquisition prices and to explain t e legal procedures established under Indiana and federal laws. Mr. Harden questioned the benefit of such a meeting but finally a reed to participate in such a meeting, which will probably a scheduled for the following week. There was some discussion on the pros and cons of urban renewal, and the concern over acquisition prices. Council Member Janet Allen said that now that urban renewal is with us the:city must work out the problems as best as we can. Urban renewal cannot resolve all the problems connected with acquisition of properties and displace- ment of families, with possible loss of some investment. It is hoped however, that urban renewal will greatly improve the living conditions of all concerned in the LaSalle Park area through elimination of substandard buildings, rehabilitation of structures which can be fixed up, the provision of recreational facilities, and the insta lation of street and utility improvements.
