The Commission unanimously approved the motion <br />by Mr. He men, seconded by Mr. Komar, which permits <br />the staff to submit to the Chicago office under Resolu- <br />tion 206, the Part I Application for the Loan and Grant,, <br />Central Downtown Project, R-66. The Chicago federal <br />review is expected to take several months but in the <br />interim, the staff will be meeting with the Common Coun- <br />cil, and various City groups, and any appropriate <br />changes can be incorporated in the Urban Renewal Plan <br />before final action is taken by the Common Council and <br />the Area Ilan Commission. It is proposed that.the ,' <br />Central Downtown Project will take from five to seven'-,, <br />years for development. The preapplication review, which <br />was held recently with the Chicago representatives, <br />left indications that the federal office was very pleased <br />with the downtown program. Mr. Brademas noted that <br />this is certainly a high point in the South Bend Rede- <br />velopment Commission's total program, and the founda- <br />tion that has been laid here in this particular report <br />is a very sound one. The planning for this report has <br />gone very smoothly, Mr. Brademas reported, and expressed <br />pleasure in the privilege of behg selected as the plan- <br />ning consultant. President Wiggins commented that was <br />the report not only on time, but was a little in ad- <br />vance of the schedule and expressed appreciation of the <br />staff and also of City Planning Associates for the com- <br />bined effort.
