B. Storyboarding <br />Urban3 will collaborate with City of South Bend staff on the storyboarding process; an <br />extension and distillation of the graphics process. More graphics and visualizations will <br />come out of this phase as well as a condensed message and conclusion from the data. <br />Deliverable:Task 2 <br />Task 3: Final Model Review Process & Site Visit <br />At the end of this process we will organize the work into a packaged product to present <br />to staff and the community explaining the analyses. The three key elements which we <br />will convey are: the inner -workings of the revenue system, the distribution of costs, and <br />the methodology for distributing relevant costs spatially. <br />In this task, Joe Minicozzi will deliver the results of the analysis to the Council and the <br />Planning Commission in a work session, if desired. Josh McCarty will present the <br />methodology and work directly with staff to ensure the data and model can be updated <br />internally going forward. <br />Task 3 Deliverable: Presentations <br />site - 2 days <br />Task 4: Data Structure Package <br />Upon completion of the project, Urban3 will work with South Bend staff to create <br />a data design system to link existing data sets together. We will require about 40 <br />hours per month from GIS staff over the duration of the project with recurring <br />meetings. The intent is that City staff will be able to maintain and update the <br />datasets going forward. We will deliver final versions of our cost and revenue <br />models. These models include the parcel dataset with the distributed road values <br />and relevant cost figures in shapefile and tabular format, relevant summary tables <br />and the map files used to create the graphics. Generally, any of the intermediary <br />work that we generate to calculate the final model will be made available to the <br />City. This last step will be important as we will also leave South Bend staff with a <br />working dataset to understand and continue the work internally. We consider this <br />to be an open process rather than a "black box" analysis. <br />
