Neighborhood Master Plan <br /> Date: August 22, 2012 <br /> Attached with this memo is a Resolution which adopts the Howard Park Neighborhood Master PIan as part of <br /> the process to amend the Redevelopment Plan l'or the South Bend Central Development Area(SBCDA), <br /> The Howard Park Neighborhood of South Bend has the potential to become an exciting, dynamic urban <br /> neighborhood acrd is poised for private sector investment and development of its infill properties. After the <br /> completion of Phase 1 of the East Bank Master-Plan (covers neighborhood North of Jefferson Blvd) in 2008, a <br /> planning study of the Phase 11 area, more commonly]mown as the Howard Park Neighborhood, began. This <br /> area is decidedly store residential in character. However, there are several commercial and industrial users <br /> who call the Howard Park Neighborhood home, and scenic river views which characterize the vast potential <br /> the neighborhood possesses. <br /> Ivey strategies identified in the plan include: <br /> e: <br /> Redevelopment of the 10 acre, Transpo site in to a mix of residential uses along the river front <br /> 5 Conversion of existing industrial uses to residential as those properties come up for sale car,re-use <br /> Enhancement of the River Wall;: <br /> A Pedestrian and bike friendly pathmrys throughout the neighborhood. <br /> The Master Plan vas completed in the spring of 2009. At the time the South Bead Central Development Area <br /> did not include the Eastern half of the Transpo site. In December of 2011, the boundaries of the development <br /> area were expanded to include the remainder of the Transpo site in order to support a private sector <br /> development project. <br /> The Redevelopment Commission approved Declaratory Resolution 43064 oil 8/16/12 to begin the process of <br /> atnending,the SBCDA which is attached, Also attached is Area Plan Commissiot1 Resolution 228-12 %vhich <br /> was approved on b/21/11 <br /> Staff requests approval of the attached Resolution. <br /> � a <br />
