SOUTH BEND, INDIANA 46601-1830 MEMORANDUM CITY OF SOUTH BEND BOARD OF PUBLIC WORKS 3 d o P 1 Clara McDaniels, Assistant City Attorney September 3, 2019 Spec P - One (1) or More, 2019 or Newer Truck Mounted The City of South Bend ("City") requested the Board to advertise, on June 17, 2019, for one (1) or more, 2019 or newer truck mounted street sweepers. Bids were received and opened on July 23, 2019. Analysis: Pursuant to the authority granted under IC 5-22-18-2, when the purchasing agent determines it is in the best interests of the governmental body, offers maybe rejected in whole or in part as specified in the solicitation. The reason for rejection of offers must be made a part of the contract file. Action Plan: The City Division of Central Services, after conferring with the City's Department of Law, recommends that the Board reject all bids and rebid the project. The bids are non -responsive for the following reasons: following reasons: Hoosier EIet LIC: 1. Although bidder did not take any exceptions to the City's bid specifications and checked all the "yes" boxes on the bid specifications, the bid did not complywith the City's specifications as follows: 2. Bid specifications required a minimum hopper size of 5.45 Cu. Yds. The bid was for a 5 Cu. Yds hopper. 3. Bid specification called for a joystick for hopper control. The bid was for multiple rocker switches. 4. Bid specifications called for a 270-degree access to the rear engine for ease of serviceability. The bid only included access to one side. 5. Bid specifications called for a 74-horsepower water cooled diesel sweeper engine. The brochure submitted as part of bid packet indicated the sweeper uses an oil cooled diesel engine. 6. Bid specifications called for a 60-inch wide main broom. The bid was for a 58-inch wide broom 7. Bid specifications called for a cater system to have a min. of 360-gallon tank and infinitely adjustable flow. The bid was for a 350-gallon tank and only "full on" or "full off" controls.
