4 <br />INTER -OFFICE IIE ORANDUI' <br />' F Department of Code Enforcement <br />� MY <br />City of South Bend 227 W Jefferson Blvd <br />1865 <br />TO: Board of Public Works <br />CC: Linda Martin, Clerk; Clara McDaniels, Assistant City Attorney <br />FROM: Tracy Skibins, Director, Department of Code Enforcement <br />SUBJECT: Special Purchase: 1824 S Franklin St. emergency demolition services <br />DATE: 9/3/19 <br />Dear Members of the Board of Public Works: <br />The emergency demolition services quote for 1824 S Franklin St has been submitted to you for <br />approval retroactively without soliciting bids, pursuant to the City's Purchasing Policy effective <br />March 1, 2010. In support of this submission, please review the following: <br />Emergency demolition <br />The commercial structure located at 1824 S. Franklin was badly damaged in a fire. Chief Cox <br />reached out to the Department of Code Enforcement and said it was urgent that it be <br />demolished. He said it was unsafe and there was major risk of the roof collapsing and causing <br />further damage to property or people. Department of Code Enforcement tried to get the owner <br />to address it however there was no response. The owner, SBA of South Bend, LLC, is <br />administratively dissolved, and all mail is being returned as UTF. <br />Solicitation of Quotes from Qualified Contractors <br />Department of Code Enforcement sent out invitations to at least five (5) contractors and <br />received two (2) quotes back. See attached. Both were over $50,000.00; however, only Pelley <br />Excavating quoted work to be done to the City's specifications, which includes asbestos <br />removal. Because of the urgent need to act, the Department of Code Enforcement moved <br />forward with accepting a quote and on August 23, 2019 chose Pelley Excavating for the <br />demolition in the amount of $165,338.00. All work must be completed by, and a final <br />inspection scheduled by September 27, 2019. <br />Funding for emergency demolition <br />Funding for this emergency demolition has been approved. It will be paid from Department of <br />Code Enforcement demolition funds and from CDBG funds via Department of Community <br />Investment. <br />
