PERSONNEL AND FINANCE COMMITTEE <br />July 25, 2012 4:05 P.M. <br />Committee Members Present: Karen White, Gavin Ferlic, (4:55 p.m.)Dr. David Varner <br />Citizen Members Present: absent <br />Other Council Present: Tim Scott, Dr. Fred Ferlic, Valerie Schey, Derek Dieter <br />Others Present: Mike Schmuhl, John Murphy, Caleb Hartman, Mark Neal, Kathy Cekanski- <br />Farrand, Rahman Johnson, Phil St. Clair, Mayor. Pete Buttigieg, Kathryn Roos, Kevin Allen, John <br />Hagen <br />Agenda: 2012 Budget Review <br />Chairperson White of the Personnel & Finance Committee opened the meeting acknowledging <br />while there was one short of a quorum present, four other Councilmember's were. The Mayor, <br />his Chief of Staff, the City Controller and others from the administration were also present. <br />Committee Member Gavin Ferlic arrived at 4:55 p.m. establishing a quorum. <br />Karen began the introduction noting this was the fifth in a series of 2013 budget review hearings <br />called to develop an understanding of the budget process. Earlier sessions outlined the budget <br />calendar sources of revenue, administration and Council priorities in terms of the delivery of city <br />services as well as measuring tools to evaluate performance. <br />Karen then turned the hearing over to City Controller Mark Neal who provided two handouts <br />(attached) to go along with a slide presentation. Neal noted the Redevelopment Department <br />budget traditionally reviewed in January would be moved up to August this year. Before the <br />Controller's presentation the Mayor briefly outlined his administrations budget strategy indicating <br />key priorities and most importantly the way resources would be allocated and subsequent <br />performance measured. To that end, the Mayor described what he called Citistat, a data <br />collection, matrix development measurement tool in the process of being developed. This <br />application intends to measure the efficiency and effectiveness of resource allocation aiding in the <br />decisions as to where, when, and how resources should be allocated. It's data driven decision <br />making. <br />After the Mayor's address Mark Neal proceeded to the material in the handouts. Figuratively this <br />was a map of where the administration and Council wanted to go, how to get there, and how to <br />measure progress along the way. <br />Wrapping up, Karen again encouraged Council input and open lines of communication. <br />The meeting of the Personnel & Finance Committee scheduled for Monday, July 30, 2012 will be <br />rescheduled. <br />There being no further business to come before the committee at this time, Chairperson Karen <br />White adjourned the meeting at 5:45 p.m. <br />Respectful) Submitted, <br />Karen White, Chairperson <br />Personnel & Finance <br />
