ZONING AND ANNEXATION <br />3:52 P.M. <br />AUGUST 13, 2012 <br />Committee Member's Present: Dr. Fred Ferlic, Dr. David Varner, Gavin Ferlic <br />Other Councilmember's Present: Tim Scott, Henry Davis, Valerie Schey, Karen White, <br />Derek Dieter <br />Other's Present: Bill Stenz, Sherri Miller - Story, Ann -Carol Nash, Ann Puzzello, Jim <br />Puzzello, Christa Nayder, Phil Byrd, Kathy Cekanski - Farrand, Kevin Allen, Mike <br />Schmuhl, Larry Magliozzi <br />Agenda: Bill No. 22 -12 — Rezone 801 Hill Street and 505 Kalorama <br />Preliminary Discussion Text Amendments — Group Residence <br />Bill No. 22 -12 — This bill proposes to rezone 801 Hill St. and 505 Kalorama and a <br />vacated portion of that street from SF -1 to SF -2 including a portion that had been B <br />multi - family. Christa Nayder from the Area Plan Commission reported a favorable <br />recommendation from the Commission as well as support from the NNE Neighborhood <br />Association. Acting as Chair, Dr. David Varner called upon Phil Byrd to present back <br />round for the proposal. Phil said this proposal was the result of a cooperative effort <br />including South Bend Heritage, the NNRO, and the NNE Council working with <br />Abonmarche for design characteristics. Their replat would include low- moderate income <br />set aside to encourage diversity and affordable homesites. <br />Former Councilmember Ann Puzzello spoke in support of the proposal as did Bill Stenz, <br />President of the NNE Council. He said the proposal represented a lot of cooperative <br />effort. <br />Dr. Fred Ferlic motioned favorably followed by Gavin Ferlic's second which garnered <br />unanimous support. <br />The next agenda item intends to initiate discussion of proposed changes to the Code <br />section addressing group residences. Larry Magliozzi, from Area Plan led the discussion. <br />It should be noted, the unspoken, but widely known impetus for the changes under <br />consideration stem from a Dave Mathews request to create a group residence for "young <br />professionals" in the East Bank Village. Larry said the proposed text change allowing <br />this would be treated as a special exception on a case by case basis. Henry Davis said <br />this was a good topic for discussion. He said it fits in with the "New Urbanism" concept <br />to be proposed in the Renaissance District now under consideration by the <br />Redevelopment Commission. In part its focus hopes to attract young professionals to the <br />Central Business District. Derek Dieter said the group home concept raises a lot of <br />concerns. He felt more info and more discussion was warranted. Dr. Fred Ferlic and Dr. <br />David Varner agreed that the change would be better if restricted to a specific geographic <br />
