The procedure to this point (up to the Relocation and Eligibility, phase) had been to use City funds, two - thirds of which would be credited, upon completion of the project, towards the City's one -third share of the total project cost. A discussion. covering the Ordinance followed, with Attorney Baer pointing out that the main problem seemed to .be with the City Council questioning how much authority the Building Department is given in regards to right of entry in making an inspection.
