If we can, <br />at least from a staff perspective (we haven't <br />brought this to the Commission yet for <br />consideration), but we would look at whether <br />it's possible to split off that real estate for <br />possible sale, or perhaps look at a master <br />agreement for leasing so that we would <br />effectively put that in the private sector's <br />hands. <br />SUSAN MAHONEY, Charles St. Just <br />listening to your discussion, I had not known <br />anything about this. But I think it still might <br />be a good idea to keep it in the public sector <br />because part of your goal that you talk about <br />through this is cooperation between public <br />and private. The public needs to get smarter <br />about how to do it and to increase the <br />likelihood of entrepreneurial small <br />businesses. It might be a good start-up place. <br />I know there used to be development... my <br />background is from the late 70s and early 80s <br />in the public sector. But, it might be a good <br />way, like you said, where you have a master <br />lease that has those conditions in there that <br />encourages competition in small businesses <br />rather than treating it like purely private. <br />You're treating it almost like an incubator. <br />Because I think that the public has some <br />interest in that. We don't need to have <br />everything in the private sector. The private <br />sector doesn't always do the best for us, for <br />instance the Walmart. It doesn't do the best <br />for us. <br />29 <br />
