Klosinski, Assistant City Engineer <br />SUBJECT: Agenda Request Form — Professional Services Agreement <br />119-073 Poppy Road Lift Station Force Main Repair <br />DATE: August 20, 2019 <br />4WM000W�VUNOUIWUWNINWOWYW9NOIWWflON001 J dWWWIININWW4WNti JIN.I Xih000x a vvmo :xuhiwm hmwwA �m'm uu x rn hh Ill Mm, OIOOOpUUU0 N 010iNNNNiI Mi10 Mmf@ nw <br />The Division of Engineering and Division of Utilities are requesting the Board of Public Works' <br />approval of a Professional Services Agreement with American Structurepoint, Inc. to provide <br />engineering, bidding and construction administration services for Project No. 119-073 Poppy Road <br />Lift Station Force Main Repair. <br />Background <br />In July 2019, the City of South Bend Utilities Lift Station Service Crew was inspecting the Poppy Road <br />Lift Station on US 20 and noticed wet soils at the driveway to the site during their mowing operations. <br />Further investigation was made to determine whether there was a leak in the 30" diameter force main <br />pipe, and more specifically, whether the line stop installed during the 2014 valve replacement project <br />was leaking. Upon excavation, a leak in the top flange of the line stop was discovered due to a failed <br />gasket. The full root cause of the gasket failure is unknown. Contractors provided a temporary <br />stoppage of the leaking line stop with the use of graphite and polymer materials injected in between <br />the flange and the line stop. This is only a temporary solution and the line stop is being monitored. <br />This project is focused on the elimination and removal of the existing line stop fitting and necessary <br />bypassing pumping plan due to the size and the length of the force main pipe which carries north on <br />Poppy Road and east on Old Cleveland Road, discharging about 700 feet from the intersection of <br />Olive and Old Cleveland Road at Nimtz Parkway. <br />This is a critical pump station as it serves St. Joseph County residents, New Carlisle residents, and <br />major industries including I/N Tek and I/N Kote. This pump station moves approximately 1.5 Million to <br />2.1 Million gallons of sanitary sewerage on a daily basis. <br />The funding source for the project is Utilities, Sewage Works Operations, Contractual Services - <br />Other Account (641-0630-793-63-35).
