Conduct a site visit and obtain existing geometric, lane use, traffic control and sight <br />distance at the study area intersections. <br />4. Existing Capacity Analysis <br />ACI will calculate existing vehicle delays, Levels of Service, and vehicle queues for <br />the study area intersections based on the methodologies of the Highway <br />Capacity Manual, latest edition using Synchro/SimTraffic analysis software. <br />5. Horizon Year Capacity Analysis <br />• Based on information received, the project is intended to be phased as follows: <br />• 2020 - Initial development along Chet Waggoner Court <br />• 2023 - Remainder of the development shown on the concept plans <br />• The existing traffic data will be projected for each of these horizon years using an <br />agreed upon growth rate to provide "background" traffic volumes that would be <br />expected with no development of the proposed project. <br />• ACI will then calculate horizon year vehicle delays, Levels of Service, and vehicle <br />queues for the study area intersections based on the methodologies of the <br />Highway Capacity Manual, latest edition using Synchro/SimTraffic analysis <br />software. <br />6. Trip Generation: <br />• Site generated trip projections will be developed based on the Institute of <br />Transportation Engineers (ITE) Trip Generation Manual (10th Edition). The trip <br />generation values will be calculated for the a.m. and p.m. peak hour traffic <br />generated by the proposed development per phase, based on land use codes <br />agreed upon with the city. <br />7. Trip Distribution: <br />• ACI will distribute the traffic for the proposed development for the a.m. and p.m. <br />peak hour periods per phase to the adjacent road network and intersections <br />based on existing traffic patterns. <br />• The proposed trips will be combined with horizon year traffic for each phase to <br />establish the a.m. and p.m. peak hour traffic to be used in analysis of the future <br />conditions. <br />8. Future Capacity Analysis: <br />• ACI will calculate future vehicle delays, Levels of Service, and vehicle queues for <br />the study area intersections for each phase based on the methodologies of the <br />Highway Capacity Manual, latest edition using Synchro/SimTraffic analysis <br />software. <br />9. Geometric and Traffic Control Devices Review. ACI will: <br />• Identify improvements (if any) for the study area road network and intersections <br />that would be required to accommodate the site -generated traffic volumes. <br />10. Speed Study: <br />• Our Subconsultant will collect 24-hour traffic counts including vehicle speed data <br />in 5 mile per hour increments along the segments listed above. ACI will use the <br />85th percentile speed as a basis for the proposed speed limit and evaluate <br />additional factors to determine the optimal speed limit that most effectively <br />balances safety and travel time and land use.
