Resol <br />L No. 14 <br />to a large extent unsanitary and unsafe, and the use of the same causes an increase <br />and spread in disease and crime; (c) the area is entirely surrounded by heavy indus- <br />tries and ailroads; (d) the area lacks all community facilities, including school and <br />recreation facilities; (e) the conditions existing in said area necessitate excessive <br />and dispo tionate expenditure of public funds for crime prevention and punishment, <br />public he lth and safety, fire and accident protection, and other public services and <br />facilities f the City, and impair the value of property in surrounding areas; (f) the <br />existing c nditions result in the reduction of the value of taxable property within the <br />City; (g) a conditions are beyond remedy and control by regulatory process because <br />of the obs lete and deteriorated character of the buildings and other improvements, <br />faulty pl ning and land use, shifting of population and technological and social changes; <br />(h) the ac uisition and redevelopment of said area in accordance with the Redevelop- <br />ment Plan and Master plan hereinafter referred to will benefit the health, safety, <br />morals and welfare, and will serve to protect and increase property values in the <br />City and the state; (i) such acquisition and redevelopment of said area are public <br />uses and purposes; and <br />WHEREAS, the Commission has heretofore caused to be prepared <br />maps and plats showing the boundaries of the hereinafter described area, the loca- <br />tion of thel various parcels of property, streets, alleys and other factors affecting <br />the acquisition, clearance, replanning, rezoning or redevelopment of such area, <br />indicating the portions of the area acquired which are to be devoted to public pur- <br />poses and r the redevelopment plan; also, a list of the owners of the various par- <br />cels of pr perty to be acquired, all of which, appropriately identified, are now on <br />file with a Commission; and <br />W H E R E A S, the Commission has caused a separate appraisal to be <br />made by three independent appraisers of the fair value of each of the parcels of <br />- 2 - <br />
