The following information is only for situations where the employers <br />and employees are working at work sites that are governed by the <br />regulations as detailed by the US Department of Transportation. <br />United Sates Department of Transportation (DOT) Guidelines <br />Recognizing that certain contractor participants in Northern Indiana NECA/LU 153 program <br />may be subject to alcohol and drug testing guidelines of the United States Department of <br />Transportation (DOT), and for those contractors only, Northern Indiana NECA/LU 153 hereby <br />adopts the following guidelines: <br />I. Scope <br />(A) Operators of pipeline facilities subject to part 192, 193, or 195 of 49 C.F.R. <br />Chapter 1 shall be required to test employees for the presence of prohibited drugs <br />and to provide an employee assistance program. However, these guidelines do <br />not apply to operators of `master meter systems' as defined in Section 191.3 of 49 <br />C.F.R. Chapter 1 or to liquefied petroleum gas (LPG) operators. <br />An employee means a person who performs on a pipeline or LNG facility in an operating, <br />maintenance or emergency — response function regulated by part 192, 193, or 105 or <br />Chapter 1 of 49 C.F.R. An "employee" does not include clerical, truck driving, <br />accounting, or other functions not subject to part 192, 193, or 195. The person may be <br />employed by the operator, be a contractor engaged by the operator, or be employed by <br />such a contractor. Research and Special Programs Administration DOT, 49 C.F.R. <br />Sections 199.1 and 199.3. <br />
