McBride, Jake Teshka(late) <br /> Other Council Absent: Tim Scott, Dr. Oliver Davis, Gavin Ferlic <br /> Others Present: Graham Sparks, Bob Palmer <br /> Presenters: Daniel Parker, Laura O'Sullivan, Stephanie Steele, Eric <br /> Horvath, Aaron Perri, Steve Cox, Scott Ruszkowski, Tracy <br /> Skibins, Jen Gobel, Chuck Bulot,Jitin Kain, Christina <br /> Brooks, Denise Riedl, Kyra Clark <br /> Agenda: Budget Overview from Department Heads <br /> Committee Chair Karen White called to order the Personnel and Finance Committee meeting at <br /> 5:00 p.m. She introduced members of the Committee and stated, In terms of just giving a brief <br /> overview, the meeting today is an update that will be coming directly to the Council Members. <br /> Throughout the 2019 budget hearing process, we held fourteen (14) budget hearings. Through <br /> those budget hearings, a number of recommendations were made in regard to starting the process <br /> earlier to talk about issues such as debt and other related issues or concerns prior to the actual <br /> budget kickoff. The first(1st) educational budget topic was Tax Incremental Financing,that's TIF. <br /> That was held in December of 2018. The minutes and PowerPoint presentations of that meeting <br /> are available on the City Clerk's website.The second(2nd) educational budget topic was preparing <br /> for the 2020 Fiscal Curb impact as well as preparation. That was held on March 4th, 2019. The <br /> third (3`1) educational budget topic was the overview of the City's debt and our current reserves. <br /> That was held on June 17th <br /> She continued,A number of recommendations grew out of the 2019 budget hearings.We did listen <br /> and what you see before you is the fourth(4th)meeting prior to the actual budget kickoff for 2019. <br /> It was recommended that we would start out the budget process looking at the 2019 <br /> accomplishments, and that as we prepare for the actual budget process, we'll be focusing on <br /> numbers and looking at projections for 2020.
