referred <br />authoriz <br />eliminat <br />through <br />RESOLUTION NO. 110 <br />RESOLUTION OF THE SOUTH BEND REDEVELOPMENT COMMISSION, <br />GOVT -RNING BODY OF THE CITY OF SOUTH BEND, DEPARTMENT OF <br />REDEVELOPMENT, APPROVING UNDERTAKING OF SURVEYS AND <br />PLANS FOR AN URBAN RENEWAL PROJECT KNOWN AS THE CENTRAL <br />DOWNTOWN PROJECT AND FILING OF AN APPLICATION <br />LS, under Title I of the Housing Act of 1949, as amended (herein <br />as "Title I "), the Housing and Home Finance Administrator is <br />to extend financial assistance to local public agencies in the <br />i and prevention of the spread of their slums and urban blight <br />planning and undertaking of urban renewal projects; and <br />WHER`' S, Title VT of the Civil Rights Act of 1964, and the regulations <br />of the Housing and Home Finance Agency effectuating that Title, provide <br />that no person shall, on the ground•of "race, color, or- nafi6nal origin, be <br />excl"ded from participation in, be'-de'n'ied the benefits of, or be subjected <br />to discrimination in the undertaking and carrying out of 4rban renewal projects <br />assisted u der Title I of the Housing Act of 1949, as amended; and <br />WHEREkS, it is desirable and in the public interest that the City of <br />Bend, Department of Redevelopment make surveys and prepare plans, <br />estimated to cost approximately one hundred eighty one thousand, <br />ninety two dollars ($181,292) , in order to undertake and <br />carry out an urban renewal project of the character contemplated by Section <br />° c) of title I, in that area proposed as an Urban Renewal Area, <br />sit Uated in the City of South Bend, County of St. Joseph, and State of <br />Ind ana, which is described as follows; <br />y <br />Beginning at a point which is the intersection of the north <br />line of LaSalle Street and the west line of Main Street; <br />thence easterly along the north line of LaSalle Street to*, <br />the west ban's of the St. Joseph River; thence southeasterly <br />along the vest bank of the St. Joseph River to the south line <br />of Ja ferson Boulevard; thence westerly along the south line <br />c:2 Jefferson Boulevard to the east line of St. Joseph Street; <br />thence southerly along the east line of St. Joseph Street <br />to th e south line of Monroe Street extended; thence westerly <br />alerg the south line of Monroe Street to the west line of <br />P =" i.n Ureet,- .,;.tended; thence northerly along the west line <br />of Main Street to the south line of Western Avenue; thence <br />waste ly along the south line of Western Avenue to the west <br />alley line of the first alley west of Lafayette Boulevard; <br />thence northerly along said alley extended to the north line <br />of Wa 'gington Street; thence easterly along the north line <br />of Washington Street to the west line of Main Street; and <br />thence northerly along the west line of Main Street to the <br />point of beginning. <br />NOW, THERErORE, BE IT RESOLVED BY THE SOUTH BEND REDEVELOPMENT COMMISSION <br />1. That the proposed Urban Renewal Area described above is a slum, <br />and blighted, deteriorated, or deteriorating area appropriate for an urban <br />renewal project, that the development of such Area for predominately <br />nonresiden ail uses is necessary for the proper development of the <br />community, and that the undertaking by the City of South Bend Department <br />of Redevel pment of surveys and plans for an urban renewal project of the <br />character ontemplated by Section 110(c) of Title I in the proposed Urban <br />Renewal Arta <br />R -144 <br />
