RESOLUTION NO. 301 <br />RESOLUTION AUTHORIZING THE PREPARATION, EXECUTION, USE AND <br />SUBMISSION OF PROCLAIMER CERTIFICATE IN CONNECTION WITH ANY <br />AND ALL URBAN RENEWAL PROJECTS IN PLANNING OR EXECUTION, <br />WHICH MAY BE UNDER CONTRACT WITH THE UNITED STATES OF <br />AMERICA FROM TIME TO TIME <br />WHEREAS, HUD authorizes Local Public Agencies carrying out urban renewal <br />projects to certify to the existence and documentation of certain facts and <br />requirements, subject to a post -audit by HUD and in lieu of the submission of <br />such documentation for prior review and approval by HUD, as set forth in such <br />regulations, policies, and requirements of the Secretary as shall be in effect <br />from timle to time; <br />NOW, THEREFORE, be it resolved by members of the South Bend Redevelopment <br />Commission, Governing Body of the City of South Bend, Department of Redevelop- <br />ment as follows: <br />The following officials are authorized to prepare, execute, and submit <br />the following proclaimer certificates to HUD on behalf of the Local Public <br />Agency n accordance with the regulations, policies and requirements of the <br />Secretary as shall be in effect from time to time: <br />Ex cutive Director, and /or Acting Executive Director, and /or <br />Associate Director, and /or Assistant Director, is authorized to <br />prepare, execute and submit: <br />1. Proclaimer Certificate relative to urban renewal plan <br />amendments, changes, or modifications. <br />2. Proclaimer Certificate relative to establishment of <br />fair market value for property to be acquired. <br />3. Proclaimer Certificate relative to technical specifica- <br />tions in conformance with local standards of standards <br />necessary to support urban renewal objectives for <br />property improvements. <br />4. Proclaimer Certificate relative to LPA staff appraisal <br />and reuse value of fragments of property. <br />5.
