Staff Report 7/5/2019 <br /> Agency Comments: <br /> The City Engineer offers a favorable recommendation. The Department of Community <br /> Investment offers an unfavorable recommendation. They stated that the neighborhood, <br /> with the support of the City, has successfully worked on a long-term revitalization strategy <br /> to preserve and enhance the historic residential character of the area. DCI suggested, if <br /> Council were to approve it, that commitments be made limiting the use to a hotel with 6 <br /> guest rooms, maintain the property's character,provide off-street parking at the rear of the <br /> property hidden from view from Chapin Street, and make any signage consistent with that <br /> found in residential areas. <br /> Commitments: <br /> The petitioner is proposing a written commitment to limit the use to a hotel with 6 guest <br /> rooms. <br /> Criteria to be considered in reviewing rezoning requests,per IC 36-7-4-603: <br /> 1. Comprehensive Plan: <br /> • <br /> Policy Plan: <br /> This petition is consistent with City Plan, South Bend Comprehensive Plan (2006), <br /> Objective ED 1: Stimulate the rehabilitation and adaptive reuse of property in the city; and <br /> Objective ED 9.1: Promote tourism opportunities in the city by actively highlighting the <br /> assets of South Bend. <br /> Land Use Plan: <br /> The Future Land Use Plan identifies this area for medium-density residential uses. <br /> Plan Implementation/Other Plans: <br /> The West-Washington-Chapin Development Area Plan identifies this site for residential <br /> development. <br /> 2. Current Conditions and Character: <br /> The current conditions of the area are single-family uses and the institutional use of the <br /> museums. <br /> 3. Most Desirable Use: <br /> The most desirable use for the property is one that preserves the character of the <br /> residential neighborhood. <br /> 4. Conservation of Property Values: <br /> The site is adjacent to the History Museum zoned 0 Office District. With the proposed <br /> written commitments, the rezoning should not adversely affect adjacent property values. <br /> 5. Responsible Development And Growth: <br /> It is responsible development and growth to allow the adaptive reuse of existing structures <br /> with conditions that fit it in the context of the neighborhood in which its locating. <br /> Staff Comments: <br /> The staff is requesting two written commitments: 1)to limit signage to a maximum of 16 <br /> square feet and, if illuminated, that only external illumination be utilized; and 2)the single- <br /> APC # 2886-18 Page 2 of 3 <br />
