CERTIFICATE OF RECORDING OFFICER The Undersigned hereby certifies that: 1. lie is the duly qualified and acting Secretary of the City of South Bend, Department of Redevelopment (hereinafter called the "Local Public Agency ") and the custodian of the records of the Local Public Agency, including the journal of the proceedings of the City of South Bend, Redevelopment Commission (hereinafter called the "Governing Body "); and is duly authorized to execute this certificate. 2. Atta hed hereto is a true and correct copy of a resolution, including the WHE AS clauses, adopted at a meeting of the Governing Body held on the 6th... day f February, 1970. 3. The resolution has been duly recorded in the journal of the meeting and is now n full force and effect. 4. The meeting was duly convened and held in all respects in accordance with law and the bylaws of the Local Public Agency. To the extent required by law cr the bylaws, due and proper notice of the meeting was given. A legal quorum of members of the Governing Body was present throughout the meeting and a legally sufficient number of members of the Governing Body voted in the proper manner for the adoption of the resolution. All other requirements and proceedings under law, the bylaws, or otherwise, incident to the proper adoption of the resolution, including any publication, if required by law, have been duly fulfilled, carried out and otherwise observed. 5.
