Staff Report 6/11/2019 <br /> APC # 2898-19 <br /> Owner: Initiated by Common Council <br /> Location: Text Amendment <br /> Jurisdiction: City of South Bend <br /> Public Hearing Date: 6/18/2019 <br /> Requested Action: <br /> An Ordinance of the Common Council of the City of South Bend, Indiana, Amending <br /> Chapter 21 of the South Bend Municipal Code, Article 3 Commercial/Mixed Use Districts <br /> to Repeal and Replace Section 21-03.06 CBD Central Business District. <br /> Staff Comments: <br /> This ordinance was drafted to simplify regulations and stimulate development in the heart of <br /> South Bend. Experience using the Ordinance's provisions for the CBD Central Business <br /> District has shown that development in this district is unable to meet its full potential. <br /> through efficient use of sites and development of standards to better support a vibrant public <br /> realm. The new CBD District seeks to promote a high intensity urban center with a mixture <br /> of mid-rise and high-rise mixed-use developments and pedestrian-oriented scale. <br /> Recommendation: <br /> Based on information available prior to the public hearing, the staff recommends that the <br /> petition be sent to the Common Council with a FAVORABLE recommendation. <br /> Analysis: <br /> This ordinance revises uses and development standards to better support the development of <br /> a mixed-use urban core having pedestrian-oriented design, characteristics appropriate for the <br /> urban center of a multicounty region. <br /> APC # 2898-19 Page 1 of 1 <br />
