This is a <br /> dramatic decrease in unemployment from the previous decade that saw rates as high as 14%in 2010. The <br /> Department of Community Investment works diligently to contribute in decreases of unemployment through our <br /> direct investments in the employers, infrastructure, and businesses in the community. More directly, DCI manages <br /> the Mayor's Pathways workforce development program,which provides grants to qualifying residents to increase <br /> their skills to move up or into new careers. <br /> 177 South Bend Residents advanced their careers through Pathways grants for higher paying jobs and improve <br /> their quality of life thanks to the City of South Bend. <br /> 2 <br />
