<br /> difference at all. So, we think we are adding value to the tax rolls of the City of South Bend.
<br /> Certainly, there are some out of state investors we are dealing with but, again, the hope is that
<br /> those out of state investors will be investing in South Bend and maybe even, as I indicated,
<br /> investing in a business at Blackthorn's office park, or elsewhere in the City. I'm not sure I
<br /> understood the historic nature of the ground, so I am unable to answer that.
<br /> Councilmember Jo M. Broden interjected, In terms of just time and length that it had previously
<br /> been a golf course, I don't know. And perhaps, maybe, it would be instructive to talk about the
<br /> general development standards in terms of replanting and landscaping that would be required with
<br /> this.
<br /> Mr. McMorrow replied, Sure. So, our design will look to make it seem, when we are done, as if
<br /> this neighborhood existed all along. We are going to work with the grades and the contours there.
<br /> You'll notice the areas of development, which are shown in crosshatch(referencing a slide in the
<br /> presentation), preserves a lot of the existing vegetation on the perimeter on the north and west
<br /> sides. Even some of that wooded area in the elbow, in fact, that little green that is there, we are
<br /> looking to incorporate into the neighborhood itself so that it might be a little on-site practice green.
<br /> So, we are going to work with what Mother Nature gave us and hope the community looks as if it
<br /> has been there forever.
<br /> Councilmember Gavin Ferlic then made a motion to send Substitute Bill No. 10-19 to the full
<br /> Council with a favorable recommendation. Councilmember Jo M. Broden seconded this motion
<br /> which carried by a roll call vote of nine (9) ayes.
<br /> 11-19 PUBLIC HEARING ON AN ORDINANCE
<br /> AMENDING THE ZONING ORDINANCE FOR
<br /> PROPERTY LOCATED AT 121 EAST TUTT
<br /> STREET, COUNCILMANIC DISTRICT NO. 2 IN
<br /> THE CITY OF SOUTH BEND, INDIANA
<br /> Councilmember Dr. Oliver Davis, chair of the Zoning and Annexation Committee, reported that
<br /> they met this afternoon and send this bill forward with a favorable recommendation.
<br /> Jordan Wyatt, Planner with the Department of Infrastructure, Planning and Growth with offices
<br /> located on the 11th floor of the County-City Building, South Bend, IN, served as the presenter for
<br /> this bill. Mr. Wyatt stated, The petitioner is requesting to rezone the property outlined in red
<br /> (referencing a slide in a presentation which is available in the City Clerk's Office) on your screen
<br /> from MU, Mixed-Use District to LI, Light Industrial District. To the north and east are vacant
<br /> parcels zoned LI, Light Industrial District. To the south, across Tutt Street is a manufacturing
<br /> business zoned LI, Light Industrial District. To the west is a temple of businesses zoned MU,
<br /> Mixed-Use District and GB, General Business District. On site currently is a warehouse and
<br /> parking lot. The site plan shows the existing structures and the parking lots remain with the
<br /> addition of proper landscaping. Future development will need to meet the development standards
<br /> of the LI, Light Industrial District. This property was rezoned last fall for the Weather Amnesty
<br /> Center and this petition is to return it to its original zoning. This come to you with a favorable
<br /> recommendation from the Area Plan Commission. I would be happy to answer your questions.
<br /> Tim Corcoran, Director of Planning for the Department of Community Investment with offices
<br /> located on the 14th floor of the County-City Building, South Bend, IN, served as the petitioner for
<br /> this bill. Mr. Corcoran stated,As Jordan explained,this is just part of the agreement we made with
<br /> the land owner to revert the property back to its original state which was Light Industrial. The
<br /> reason we had moved it to Mixed Use was to facilitate the warming center and as that has now
<br /> expired, we are fulfilling our end of that bargain which was to rezone it back to Light Industrial. I
<br /> would be happy to answer any questions I can,but I am sort of substituting at the moment for Pam
<br /> Meyer.
<br /> This being the time heretofore set for the Public Hearing on the above bill, proponents and
<br /> opponents were given an opportunity to be heard. There were none.
