Pursuant to that
requirement, St. Joseph County working collaboratively with the City of South Bend along with
other neighboring government units and businesses reviewed the Plan in light of past hazards
threatening the County, and in light of current land uses and development trends. It developed a
mitigation strategy with specific mitigation projects and costs. That update to the 2010 Plan was
shared with the Indiana Department of Homeland Security and FEMA for their review and
comment. The County approved it along with North Liberty and Lakeville, and it is beneficial for
South Bend to adopt the Plan update through the attached Council resolution.
As weather patterns have become more extreme and unpredictable, this benefit to South
Bend is apparent. Mitigating hazards before they occur reduces potential harm to persons and
property while preserving tax payer dollars. Although adoption of the updated Plan does not
guarantee funding, without approval of the updated Plan, the City is ineligible for future grant
funding and mitigation projects through FEMA.
ELLIOT A.ANDERSON GEOVANNY MARTINEZ CLARA MCDANIELS
THOMAS E.PANOWICZ DANIET.T.F CAMPBELL WEISS
