TASK ORDER 03.1 <br />CSO LTCP GREEN STORMWATER INFRASTRUCTURE <br />BASIN 010, 019 ANALYSIS <br />This Task Order is made this the 14 day of w May , 2019, by and between the Board of Public <br />Works, City of South Bend, Indiana ("CLIENT") and Stantec Consulting Services Inc. ("CONSULTANT") <br />pursuant to the terms and conditions set forth in the Master Services Agreement executed between the <br />parties on the 11 th day of April, 2017, ("Agreement"), which incorporated this Task Order by reference. <br />1. The CONSULTANT Project Number for this Task Order is 173440092.300.060. The <br />CONSULTANT Project Number shall be referenced in each invoice submitted by CONSULTANT to <br />CLIENT under this Task Order. Billings for this task order will be submitted on the same monthly invoice <br />for billings associated with Task Order 03 authorized by the City on March 27, 2018. <br />CLIENT seeks to explicitly quantify the benefits of potential green stormwater infrastructure (GSI) <br />improvements within nine target combined sewer overflow (CSO) basins being evaluated as part of the <br />City's GSI master planning effort under a separate task order and develop specific recommendations for <br />the cost-effective implementation of green stormwater infrastructure within two basins to complement <br />other improvements planned as part of the City's CSO Long-term Control Plan (LTCP). Stantec will <br />coordinate closely with its partner firm American Structurepoint (TECHNICAL LEAD) for the delivery <br />of this task. <br />2. The Services performed by CONSULTANT under this Task Order are as follows: <br />Task 3.1.1: SWMM Modeling of Green Stormwater Infrastructure Measures — To establish a basis <br />of design for the proposed Green Stormwater Infrastructure (GSI) elements that will be highly defensible <br />to regulatory agencies including the Indiana Department of Environmental Management (IDEM) and the <br />United States Environmental Protection Agency (USEPA), the CONSULTANT shall coordinate with the <br />TECHNICAL LEAD to quantify the anticipated benefits of GSI implementation through analysis with the <br />City's collection system model. The CONSULTANT shall obtain from the TECHNICAL LEAD <br />conceptual design parameters for the GSI elements proposed. The CONSULTANT will use the <br />parameters to incorporate representations of the elements into the City's collection system model and <br />perform simulations of system performance with and without the proposed improvements. Simulations <br />will be performed to quantify the impacts of the proposed GSI measures on runoff rate, volume, and basin <br />overflow volume. CONSULTANT will provide results from the baseline model and "with GSI" <br />simulations to the TECHNICAL LEAD for incorporation into the draft GSI Master Plan document. <br />Task 3.1.2: Detailed Analysis of GSI Measures in Basins 010 and 019 — CONSULTANT will develop <br />detailed SWMM model representations of proposed GSI measures in CSO Basins 010 and 019 and <br />perform model simulations to support ranking of measures by TECHNICAL LEAD based on their <br />estimated cost and benefit in terms of runoff and/or CSO reduction. Results will be used to supplement <br />the GSI master plan and recommend specific GSI measures that balance performance and cost for future <br />design and implementation.
