Klosinski, Assistant City Engineer <br />SUBJECT: 118-054 RFS Registration — Special Purchase Methane Analyzer <br />DATE: May 6, 2019 <br />NiWW�I�W�I�WWWWWWWiIWimmmNmil0101���a10'�'&1'tlY'311iI���i�li06PXM1iMMIMFliIfl01NM0010NI0N1014NI0YNNW9NPNW�UIW01�kMWWW�l0i01WNaN4� IN�f�9 I O�PW�IW�Op iiiiXiiu �ililiMlilMdY�MdIMiIMiYlilililOUWWWWII��PWWUWi <br />The Department of Public Works, Division of Engineering and the Division of Utilities <br />request the Board of Public Works approval of a Special Purchase of a methane analyzer <br />for use with the Guild Associates Microgate Gas Processing Unit commissioned in 2015. <br />This purchase is requested in accordance with the provisions of IC 5-22-10-8 Compatibility <br />of equipment, accessories, or replacement parts. <br />Background <br />and <br />The City of South Bend purchased the Guild Associates Microgate Gas Processing Unit <br />as part of Project No. 111-029 Digester No. 2 Upgrade and Digester Gas Cleaning <br />System. <br />During the design process, multiple gas cleaning systems were vetted. The City of <br />South Bend selected the Guild Associates Microgate Gas Processing Unit as the best <br />fit for the Wastewater Treatment Plant's operations and use. This is a proprietary <br />system that includes software, controls, and programming specific to the Guild <br />Associates' system. This system was the sole source manufacturer specified in the <br />Plans and Specifications for the aforementioned project which was approved by the <br />Board of Public Works, Department of Public Works, and Division of Wastewater (now <br />part of the Division of Utilities). This equipment was selected by the City after investing <br />$595,000 in the Preliminary Digester Upgrade Study (2011) and $634,000 in the final <br />design of the upgrade project (2013) with designer Greeley and Hansen. <br />Purpose — Renewable fuel Standard and Registration <br />The City of South Bend recently contracted American Structurepoint, Quasar Energy, <br />and Weaver Consultants to assist with the Renewable Fuel Standard Registration <br />(2018) to provide guidance and assistance to register the City of South Bend <br />Wastewater Treatment Plant with the United States Environmental Protection Agency's <br />Renewable Fuel Standard program. In our discussions with the U.S. EPA, the <br />Wastewater Treatment Plant must install an on-line methane analyzer to provide an <br />
