CERTIFICATE OF RECORDING OFFICER <br />The undersigned hereby certifies that: <br />1. He is the duly qualified and acting Secretary of the City of South <br />Bend Redevelopment Commission (hereinafter called "Governing Body "), <br />the governing body of the City of South Bend Department of Redevelop- <br />ru (hereinafter called "Local Public Agency ") and the custodian of <br />t e records of the Governing Body, including the minutes of its pro - <br />c edings; and is duly authorized to execute this certificate. <br />2. A tached hereto is a true and correct copy of Resolution 200, including <br />t e WHEREAS clauses, adopted at a meeting of the Governing Body held <br />o the 5th day of October, 1967. <br />3. S �d Resolution has been duly recorded in the minutes of said meeting <br />a d is now in full force and effect. <br />4. Sid meeting was duly convened and held in all respects in accordance <br />w th law and the bylaws of the Local Public Agency. To the extent <br />r quired by law and said bylaws, due and proper notice of said <br />m eting was given. A legal quorum of members of the Governing Body <br />was present throughout said meeting, and a legally sufficient number <br />oi members of the Governing Body voted in the proper manner for the <br />a option of said Resolution. All other requirements and proceedings <br />u der applicable law, said bylaws, or otherwise, incident to the proper <br />a option of said Resolution, including any publication, if required by <br />14w, have been duly fulfilled, carried out, and otherwise observed. <br />5. Il a seal appears below, it constitutes the official seal of the Local <br />P blic Agency and was duly affixed by the undersigned at the time <br />this certificate was executed.
