Filed in Clerk's Office RESOLUTION NO. 253-19 MAY 06 2019 KAREEt1.aiHIF=JWI_ER RESOLUTION OF THE ST.JOSEPH COUNTY AREA P). y C, ARK SOUTH BEND, IN COMMISSION APPROVING RESOLUTIONS OF THE SOUTH-REND' --_-.._-- REDEVELOPMENT COMMISSION TO AMEND THE BOUNDARIES OF THE RIVER EAST DEVELOPMENT AREA,THE RIVER WEST DEVELOPMENT AREA,THE WEST WASHINGTON CHAPIN DEVELOPMENT AREA AND THE SOUTHSIDE DEVELOPMENT AREA AND APPROVING OF AMENDED AND RESTATED DEVELOPMENT PLANS FOR THE RIVER EAST DEVELOPMENT AREA,THE RIVER WEST DEVELOPMENT AREA,THE WEST WASHINGTON CHAPIN DEVELOPMENT AREA AND THE SOUTHSIDE DEVELOPMENT AREA WHEREAS, the St. Joseph County Area Plan Commission (the "Area Plan Commission"), is the body charged with the duty of developing a general plan of development for the City of South Bend, Indiana(the "City"); and WHEREAS, the South Bend Redevelopment Commission (the "Commission"), the governing body of the South Bend Department of Redevelopment (the "Department") on April 11, 2019, approved and adopted its Resolution No. 3479 entitled "Resolution of the South Bend Redevelopment Commission Amending the Boundaries of the River East Development Area and the River East Development Area Allocation Area No. 1, Amending and Restating the Development Plan for Said Area and Regarding Related Matters" (the "River East Declaratory Resolution"); and WHEREAS, the River East Declaratory Resolution (i)designated and declared certain areas within the City to be redevelopment areas and an allocation area for purposes of tax increment financing to expand the existing River East Development Area (the "River East Area"); (ii) added certain parcels of property to the River East Area property acquisition list; and (iii)approved an amended and restated development plan for the River East Area (the "River East Plan"); and WHEREAS, the Commission on April 11, 2019, approved and adopted its Resolution No. 3478 entitled "Resolution of the South Bend Redevelopment Commission Amending the Boundaries of the River West Development Area and the River West Development Area Allocation Area No. 1, Amending and Restating the Development Plan for Said Area and Regarding Related Matters"(the"River West Declaratory Resolution"); and WHEREAS, the River West Declaratory Resolution (i) removed certain territory from the River West Development Area (the "River West Area"); (ii)designated and declared certain areas within the City to be economic development areas and allocation areas for purposes of tax increment financing to expand the existing River West Area; (iii) transferred certain territory from the West Washington Chapin Development Area (the "West Washington Chapin Area") to the River West Area; (iv) added certain parcels of property to the River West Area
