P <br /> Post Office Box 577 <br /> West Tisbury, Massachusetts 02575 <br /> (508) 693-8571 <br /> Located on the Island of Martha's Vineyard, Massachusetts, the Strategic Policy <br /> Partnership is a Massachusetts-based firm providing managerial assistance to <br /> Federal, state and local governments, with a particular emphasis on policing <br /> strategy and operations. The firm provides a wide range of services, including <br /> agency audits, performance management systems design, executive recruitment <br /> and selection, resource allocation analyses, policy development, strategic planning <br /> and organizational design, management training and transition coordination. Much <br /> of the firm's work focuses on providing assistance to communities and their <br /> governments (and police agencies) in addressing challenging situations. <br /> In the area of performance management, the firm has developed CompStat <br /> processes in a number of major police agencies, basing each system on the <br /> particular characteristics of the community and its police agency. Often these <br /> activities involve business process reviews, identifying ways that organizational <br /> objectives can be achieved at less cost and greater impact and efficiency. The <br /> firm has also served as a coordinator of the Executive Session on 311 held at Harvard <br /> University's Kennedy School of Government, which led to development of <br /> performance standards across government for citizen service requests. The firm's <br /> Chairman was one of the originators of the 311 concept in American policing and <br /> government. <br /> The firm has assisted various government agencies in the recruitment and selection <br /> of executives for specialized situations, identifying persons who best fit the agency <br /> and its community needs. Most of the firm's recruitment and selection assistance <br /> activities are to communities having a particular need to find police executive <br /> leadership that can address environments of complexity. The firm does not <br /> normally run national recruitment advertising, instead relying on its extensive <br /> professional and government contacts to identify those executives who have a <br /> demonstrated track record of success in situations similar to those faced by the <br /> requesting government, then recruiting suitable candidates who can best meet the <br /> community's expectations and requirements. <br /> Resource allocation and staffing analyses are undertaken for major city police <br /> agencies, with the firm being at the forefront of designing policing work areas <br /> reflecting natural community boundaries. In its resource allocation work, the firm <br /> involves not only the police agency but other government agencies, political bodies <br /> and the community to ensure that resources are allocated in a manner that <br /> provides for equal access to police service by all segments of a community. <br /> Policy development assistance is provided to police agencies on complex issues, <br /> such as use of force, racial profiling, police pursuit and policing values.
