R -56 <br />WIM EAS it is necessary and in the public interest that the City of <br />Sou h Bend Department of Redevelopment avail itself of the financial <br />ass stance provided by Title I of the Housing Act of 1949, as <br />ame ded, to carry out the urban renewal project described as <br />Exp nsion Project, and bounded generally as follows: <br />he <br />Industrial <br />Beginning at the point of intersection of the north right -of- <br />way line of Cotter Street and the east right -of -way line of <br />Kendall Street; thence south along the east right -of -way line <br />of Kendall Street to a point 570 feet, more or less, to the <br />north right -of -way line of the New Jersey, Indiana and Illinois <br />Railroad; thence west on a line parallel to the north right - <br />of -way line of the said Railroad for a distance of 1073 feet, <br />more or less, to the west right -of -way line of Kemble Avenue; <br />thence north along the west right -of -way line of Kemble Avenue <br />and its extension, for a distance of 375 feet, more or less, <br />to the north -west right -of -way line of Prairie Avenue; thence <br />north -east for a distance of 278 feet, more or less, along <br />the north -west right -of -way line of Prairie Avenue to the point <br />of intersection of the north -west right -of -way line of Prairie <br />Avenue and the extension of the north right -of -way line of <br />Cotter Street; thence east for a distance of 944 feet, more <br />or less, along the north right -of -way line of Cotter Street <br />to the intersection of the east right -of -way line of Kendall <br />Street, this point of intersection being the point of <br />beginning. <br />referred to as the "Project "; and <br />WHE EAS it is recognized that the Federal contract for such financial <br />ass stance pursuant to said Title I will impose certain obligations and <br />res onsibilities upon the Local Public Agency and will require among <br />oth r things (1) the provision of local grants -in -aid; (2) a feasible <br />met od for the relocation of individuals and families displaced from <br />the project area; and (3) other local obligations and responsibilities <br />in onnection with the undertaking and carrying out of urban renewal <br />pro ects; and <br />WH EAS Title VI of the Civil Rights Act of 1964, and the regulations <br />of he Department of Housing and Urban Development effectuating that <br />Title, provide that no person shall, on the ground of race, color, or <br />national origin, be excluded from participation in, be denied the <br />benefits of, or be subjected to discrimination in the undertaking and <br />carrying out of the urban renewal projects assisted under Title I of <br />the Housing Act of 1949, as amended; and <br />the objectives of•the Urban Renewal Plan cannot be achieved <br />rehabilitation of the Project area: <br />IOW THEREFORE, BE IT RESOLVED BY THE City of South Bend Redevelopment <br />Co ission: <br />
