There will be 12 separate curb and sidewalk projects that are anticipated to be completed this year, as part of the annual curb and sidewalk program. Estimated project costs range from approximately $7,800 to $212,700. According to IC 36-1-12-3, the City is not required to bid public works projects that it can self - perform if the estimated cost is less than $250,000 (note that the cost of materials must be included in the $250,000). However, if the cost of a project is greater than $100,000, the Board of Public Works must provide notice (via publication) of the intent to self -perform said work, and make a determination that it is in the City's best interest to perform this work. In addition, the City must already have the human resources on staff and capability to perform the work. The City has talented, capable individuals already on staff that are available to perform this work. Internal crews can perform this work at a lesser cost than the marketplace, where profitability would most likely increase the cost of work. In 2019, there are two (2) of the 12 projects that are estimated to cost more than $100,000: 302 — 418 E Fairview: $212,685.78 801 — 849 and 802 — 842 Albert: $152,062.78 Materials for these projects have already been acquired under IC 5-22 (public purchasing). By way of this memorandum, I would like to set forth notice of the City's intent to use its own workforce to perform the two (2) above mentioned curb and sidewalk projects, each estimated to cost more than $100,000, but not to exceed $250,000.
