There will <br />be 12 separate curb and sidewalk projects that are anticipated to be completed this year, as <br />part of the annual curb and sidewalk program. Estimated project costs range from <br />approximately $7,800 to $212,700. <br />According to IC 36-1-12-3, the City is not required to bid public works projects that it can self - <br />perform if the estimated cost is less than $250,000 (note that the cost of materials must be <br />included in the $250,000). <br />However, if the cost of a project is greater than $100,000, the Board of Public Works must <br />provide notice (via publication) of the intent to self -perform said work, and make a <br />determination that it is in the City's best interest to perform this work. In addition, the City <br />must already have the human resources on staff and capability to perform the work. The City <br />has talented, capable individuals already on staff that are available to perform this work. <br />Internal crews can perform this work at a lesser cost than the marketplace, where profitability <br />would most likely increase the cost of work. <br />In 2019, there are two (2) of the 12 projects that are estimated to cost more than $100,000: <br />302 — 418 E Fairview: $212,685.78 <br />801 — 849 and 802 — 842 Albert: $152,062.78 <br />Materials for these projects have already been acquired under IC 5-22 (public purchasing). <br />By way of this memorandum, I would like to set forth notice of the City's intent to use its own <br />workforce to perform the two (2) above mentioned curb and sidewalk projects, each estimated <br />to cost more than $100,000, but not to exceed $250,000. <br />We deliver services that empower everyone to thrive! <br />
