It is now necessary to appropriate additional funds for <br /> operational and capital expenditures necessary for the City to effect provision of services <br /> to its citizens which were not anticipated at the time the City budget was adopted. <br /> NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of <br /> South Bend, Indiana, as follows: <br /> Section I.
