I Actions taken to develop institutional structure. 91.220(k); 91.320(j) I Any targeted approach to a geography meshes the efforts of City of South Bend departments, local CDCs, and other nonprofits to plan and advance the effort. The CDBG, HOME, and NSP funds targeted I to the Near Westside, Near Northwest, Southeast and Northeast neighborhoods offered an opportunity for working together to support the successful conclusion of a plan. South Bend utilized a team I approach to working with its partners in implementing the programs/projects funded through the various federal sources.The Community Investment staff regularly communicated with all sub-grantees, and met with those entities involved in the targeted areas. I Regularly scheduled meetings with CDCs occurred due to the nature of work and amount of funds allocated. Desktop and on-site monitoring of organizations occurred regularly throughout the year. I St.Joseph County Housing Consortium members were continually informed of project/program status at their meetings throughout the year. The Regional Planning Council (RPC-formerly the Continuum of Care), which includes the Cities of South I Bend and Mishawaka, continued to meet monthly to discuss program status and funding opportunities, and to address the broader issues of homelessness and service in the community.
