I <br /> Actions taken to develop institutional structure. 91.220(k); 91.320(j) <br /> I <br /> Any targeted approach to a geography meshes the efforts of City of South Bend departments, local <br /> CDCs, and other nonprofits to plan and advance the effort. The CDBG, HOME, and NSP funds targeted <br /> I <br /> to the Near Westside, Near Northwest, Southeast and Northeast neighborhoods offered an opportunity <br /> for working together to support the successful conclusion of a plan. South Bend utilized a team <br /> I <br /> approach to working with its partners in implementing the programs/projects funded through the <br /> various federal sources.The Community Investment staff regularly communicated with all sub-grantees, <br /> and met with those entities involved in the targeted areas. I <br /> Regularly scheduled meetings with CDCs occurred due to the nature of work and amount of funds <br /> allocated. Desktop and on-site monitoring of organizations occurred regularly throughout the year. <br /> I <br /> St.Joseph County Housing Consortium members were continually informed of project/program status at <br /> their meetings throughout the year. <br /> The Regional Planning Council (RPC-formerly the Continuum of Care), which includes the Cities of South <br /> I <br /> Bend and Mishawaka, continued to meet monthly to discuss program status and funding opportunities, <br /> and to address the broader issues of homelessness and service in the community. <br /> Actions taken to enhance coordination between public and private housing and social service <br /> agencies. 91.220(k); 91.320(j) <br /> I <br /> The St.Joseph County Continuum of Care (now Regional Planning Council or RPC) merged with the <br /> Indiana Balance of State (BoS) in 2017. Efforts to strengthen the BoS and RPC working relationship is on <br /> going. Formalizing the structure of the Regional Planning Council (formerly the Continuum of Care) are <br /> ongoing. Monthly, as well as special topic Regional Planning Council meetings, were held throughout I the year. Monthly conference calls with the City and the Indiana Balance of State staff,the HUD Field <br /> Office represetatives and other Emergency Solutions Grant (ESG) entitlement cities began in late 2018. <br /> The Public Housing Authority is a member of the CoC.
