Assess how the jurisdiction's use of funds, particularly CDBG, addresses the priorities and <br /> specific objectives identified in the plan, giving special attention to the highest priority <br /> activities identified. <br /> During the 2018 program year, Year Four of the 2015-2019 5-year plan,the City of South Bend and the <br /> St.Joseph County Housing Consortium effectively used their Community Development Block Grant ' <br /> (CDBG), HOME, and Emergency Solutions Grant (ESG)funds to undertake a variety of programs, projects <br /> and activities designed to address housing and community development needs throughout the City of <br /> South Bend and St.Joseph County.
