In his letter, Chief Rynearson refers to I.C. § 5-22-10-9. Under I.C. § 5-22-10, etseq., this <br />would be a Special Purchase request because the request would be made without soliciting bids or proposals, which is <br />allowed. Under this statute, the purchase must be made with competition, which is why two (2) other quotes are <br />included. Additionally, in referring to the two (2) other quotes, these quotes reflect that purchasing from Star Uniform, <br />a local business, would allow for substantial savings to the City, in comparison to the two (2) other quotes. Last, while <br />I.C. § 5-22-10-8 permits special purchases when there is only one (sole) source meeting our reasonable requirements, <br />the same statute does not mandate special purchases solely in those instances (it is a permissive statute, versus a <br />mandatory statute). <br />Ultimately, I defer to Clara on how to list this request on the agenda.
