(KERAMIDA) has prepared this proposal and <br />cost estimate to perform well redevelopment, groundwater statistical analysis, and technical <br />evaluation for the Organic Resources Facility's closed biosolids landfill, located at 4340 Trade <br />Drive in South Bend, Indiana. Details of the work to be performed are presented in the following <br />sections. <br />BACKGROUND <br />There is an ongoing groundwater monitoring and statistical analyses program at the Organic <br />Resources Facility's closed biosolids landfill at 4340 Trade Drive in South Bend, Indiana. The <br />furthest downgradient well, MW-13, was installed under KERAMIDA's oversight in December <br />2015, and was redeveloped by others prior to the May 2017 sampling event. Details can be found in <br />the May 2017 Groundwater Quality Data and Statistics dated July 24, 2017. As indicated by the City of <br />South Bend, groundwater samples collected from MW-13 during the 2018 sampling events remained <br />turbid. In addition, the 2018 analytical results reported nitrate concentrations above the site -specific <br />groundwater protection standard (GWPS) in samples collected from MW-13. In Indiana <br />Department of Environmental Management's (IDEM's) review letter of the October 2018 Groundwater <br />Quality Data and Statistics dated January 23, 2019, well redevelopment for MW-13 prior to next <br />sampling event was recommended. <br />The 2019 groundwater sampling events are scheduled in May and October, and will be <br />performed by the City of South Bend. According to the Closure/Post-Closure Plan that was <br />approved by the Indiana Department of Environmental Management (IDEM) in January 2008, <br />"...the Facility must determine whether there is a statistically significant increase (or <br />increase/decrease in the case of pH) over the background for each Phase I or Phase II <br />parameter..." In addition, the Facility must also perform an annual inspection of the landfill <br />(Biosolids Lagoon #4).
