AGENDA REVIEW SESSION MARCH 7, 2019 47 <br />The Agenda Review Session of the Board of Public Works was convened at 10:35 a.m. on <br />March 7, 2019, by Board President Gary A. Gilot, with Board Members Elizabeth Maradik, <br />Therese Dorau, Suzanna Fritzberg, and Laura O'Sullivan present. Also present was Attorney <br />Elliot Anderson. Board of Public Works Clerk, Linda M. Martin, presented the Board with a <br />proposed agenda of items presented by the public and by City Staff. <br />Board members discussed the following item(s) from the agenda. <br />- Remove Agenda Item <br />Mr. Gilot noted the request to remove Item 4., Reject Bids, from the agenda. <br />- Resolution No. 08-2019 — Authorizing Staff to Effectuate the Acquisition of Certain <br />Real Property <br />................:. <br />Mr. Dave Relos, Community Investment, stated this resolution is for the acquisition of property <br />along the river in Seitz Park and the East Race for future development of the area. He noted it <br />also authorizes him to sign the associated documents. Mr. Gilot questioned if there is a willing <br />buyer and seller. Mr. Relos stated that is the hope. <br />- Agreement for Staff Services — The Industrial Revolving Fund <br />Ms. Angelina Billo, Community Investment, stated this is for the Industrial Revolving Fund and <br />is the same agreement as approved in 2017 except for an increase in the amount of 2%. She <br />noted the City will be paid by the services provided. <br />- Grant Agreement — The Bloomberg Family Foundation, Inc. <br />Mr. Brian Donoghue, Innovation Office, stated the funds from this grant will be disbursed to the <br />City to go to the budgeting process to determine how they will be distributed. He noted the first <br />$100,000 will be paid to the city in 2019 for planning and budgeting determination, with the rest <br />of the $1,000,000 being disbursed over the remaining three (3) years. <br />- Bid Extension — % Extended Cab Pick -Up Trucks <br />Mr. Jeff Hudak, Central Services, stated there is language in the equipment bids allowing to <br />extend the bid prices for a year. He noted sometimes they run up against some cutoff dates on the <br />accessory equipment. Mr. Gilot asked what kind of fuel these will use. Mr. Hudak stated they are <br />CNG. He noted they will have extra tanks under the truck bed. <br />- Request to Advertise — Historic Leeper Park Improvements <br />Mr. Kyle Silveus, Engineering, stated this is for the first phase of the project, concentrating on <br />the central area of the park including removal of the duck pond. <br />- Easement Agreement — Indiana Michigan Power Company <br />Ms. Maradik noted this is only for access to a transformer that will be installed in Howard Park, <br />not actual easements around the park. <br />- Encroachment — Air Intake Vent at 350 E. Lasalle Ave. <br />Mr. Gilot noted the recommendations from Engineering and Community Investment to deny this <br />request from the Commerce Center Development due to including a permanent retaining wall. <br />He read the comments that pointed out an encroachment includes a revocable permit and a <br />retaining wall is not revocable. Mr. Zach Hurst, Engineering, stated he is working with the <br />applicant on an easement in place of this encroachment request. Mr. Gilot read suggestions from <br />Community Investment on how to redesign this air intake vent so that it would remain on the <br />applicant's property, rather than encroach on the public right-of-way. The Board agreed a <br />redesign or an easement would be more appropriate for this venting system. <br />No other business came before the Board.
