CITY OF SOUTH BEND OFFICE OF THE CLERK <br /> Councilmember Tim Scott stated, I have two (2). One (1), we kind of talked about it but we need <br /> to look at what we can do to increase small business and take down any barriers there. We need to <br /> look at how we can help jump start small businesses within our community. The other one(1)was <br /> more looking at TIF,how we are using TIF and how it is being implemented throughout the City. <br /> Councilmember Jo M. Broden stated, I concur on the small business and in terms of pathways and <br /> seamless connections to the departments, we need to make sure we are staffed up enough as well <br /> to be responsive to the diverse populations and also people coming in with all different levels of <br /> business experience. Some may need more hand holding than others. So,that's a particular interest. <br /> The other part is with regard to supportive projects and expanding our toolbox. We need to make <br /> sure in our evaluation process, not only are we looking at the specific tax abatement numbers or <br /> the TIF investments,but we need to be able to quantify,as best as possible,our projections forward <br /> and whether or not we have the tools to get at this, but the site development costs related to an <br /> entirely new project or expansion. I think we are capturing some of the good data that then gets to <br /> return on investment, but I think often times I think the development agreements themselves, and <br /> maybe I'm missing it, but what is presented so we can anticipate what that is. It might just be <br /> something that I'm not aware of that needs to be pointed out to me, but what are those? Whether <br /> it is sewer connections, curbs, or who knows what, paving and alley, but anything that is related <br /> to those brick and mortar pavement infrastructure costs related to projects.
