REGULAR MEETING February 25, 2019
Currently, right now, we are leaning towards it being all female, but we have yet to make a
distinction.
Councilmember Karen White stated,You have mentioned you haven't decided in terms of having
the advisory board. If this is approved, what is the timeframe in terms of establishing that advisory
board? If you look at other boards in the community, what is the training process that would be in
place for you all to identify who all should be selected? My other question, what is the pool from
which you will be making the selection from? What is the number of individuals that will be in the
pool?
Ms. Brown replied, Starting with your first (1St) question, we really would like to have a ninety
(90) day process to really look at an advisory board. That gives us three (3) months. You know,
there are still things that have to be done once this approval, I hope, goes into place. Then,we will
start looking at who we want on that board and people that can help us with that. We would love
it to be members of the community. Obviously, there is HIPPA Compliance there as well. So,there
will have to be some paperwork signed for confidentiality, of course. But, we also want to look at
the ninety (90) day process for that. The pool from which we pull from will be from references
and referrals from case managers and clinical therapists, as well. That is the pool of individuals.
I'm sure people may hear about it and may want to write-in,but it is still going to follow the same
referral process of coming from our staff.
Councilmember Karen White stated, I heard mentioned twenty (20) beds. Will it be twenty (20)
individuals based on the beds that you have? I heard twenty(20) to twenty-five(25), so, I want to
make sure that we're talking about the exact number of individuals that could possibly be housed
here at this location.
Mr. Adolf replied, So, the maximum occupancy is twenty-five (25) but we are making a
commitment to the Council tonight to twenty(20). I think we can comfortably house twenty(20)
people. I don't think there is any need to try and shove any more than that in there. I think twenty
(20) is a good number. We would be satisfied with that.
Councilmember Karen White clarified, So, you will not go over that number if this was, indeed,
approved?
Mr. Adolf confirmed, Agreed. Correct.
Councilmember Karen White then asked, You won't come back here to increase?
Mr.Adolf replied,Our next step would be,and as I said it would all be one(1)gender,but it would
be to try and find another location for the next gender. That is ultimately our next goal and we
wouldn't try to stuff any more into this. Again, this will most likely be all female and we would
try to find another location for our male patients.
Councilmember Jake Teshka stated, I have a couple of things I want to touch on for some
clarification. Will these commitments be written and submitted to Council?
Ms. Brown confirmed, Yes.
Councilmember Jake Teshka followed up, And those commitments, then stay with the property.
So, these commitments are binding and enforceable. The second (2°d) thing I want to ask, and
maybe this question goes to Planning, we've had some special exception before I believe that,
instead of sticking with the property, went to the owner, right?
Mr. Wyatt replied, Special exception uses can't really, legally, be tied to a specific user. They
would be tied to the property itself. If you decide to approve it, you can make as many conditions
on it as you want, it just can't be tied to a specific user.
Councilmember Jake Teshka reiterated, So, it can't be tied to a specific user. Ok. But, it still stays
with the property. The building to the west, the gentleman up earlier referred to it a vacant duplex.
It is, and will remain zoned OB. So, there is no current resident there? It's a residential duplex but
zoned OB?
