RESOLUTION NO. 349 <br />ESOLUTION OF THE SOUTH BEND REDEVELOPMENT COMMISSION, GOVERNING <br />` <br />BODY OF THE CITY OF SOUTH BEND, DEPARTMENT OF REDEVELOPMENT, APPROVING <br />NDERTAKING OF SURVEY AND PLANS FOR AN URBAN RENEWAL PROJECT KNOWN AS <br />HE SOUTHEAST NEIGHBORHOOD AND FILING OF AN APPLICATION <br />WHEREAS, under Title I of the Housing Act of 1949, as amended (herein referred <br />to as "Title I "), the Department of Housing and Urban Development is authorized <br />to extend financial assistance to local public agencies in the elimination and <br />preventior of the spread of their slums and urban blight through the planning <br />and undertaking of urban renewal projects; and <br />WHEREAS, litle VI of the Civil Rights Act of 1964, and the regulations of the <br />Department of Housing and Urban Development effectuating that Title, provide <br />that no person shall, on the ground of race, color, or national origin, be ex- <br />cluded from participation in, be denied the benefits of, or be subjected to <br />discrimination in the undertaking and carrying out of urban renewal projects <br />assisted under Title I of the Housing Act of 1949, as amended; and <br />WHEREAS, it is desirable and in the public interest that the City of South Bend, <br />Department of Redevelopment make surveys and prepare plans, presently estimated <br />to cost a proximately Four Hundred and Fifty Two Thousand, Seven Hundred and <br />Seventy Five ($452,775) Dollars, in order to undertake and carry out an urban <br />renewal project of the character contemplated by Section 110(c) of Title I, in <br />that area proposed as an Urban Renewal Area, situated in the City of South Bend, <br />County of St. Joseph, and State of Indiana, which is described as follows: <br />Projec Number One of the Southeast Neighborhood is located in the City <br />of Sou h Bend, County of St. Joseph and State of Indiana and is described <br />as follows: <br />Beginning at a point formed by the intersection of the north right -of -way <br />line of Sample Street and the west right -of -way line of Michigan Street;thence in an <br />easterly direction on the north right -of -way line of Sample Street to the east <br />right- f-way line of Carroll Street; thence in a southerly direction along <br />the east right -of -way line of Carroll Street to the north right -of -way line <br />of Wen er Street; thence in an easterly direction along the north right -of -way <br />line o Wenger Street to the east right -of -way line of Fellows Street; thence <br />in a southerly direction along the east right -of -way line of Fellows Street <br />to the south right -of -way line of Indiana Avenue; thence in a westerly <br />direction along the south right -of -way line of Indiana Avenue to the west <br />right- f -way line of Michigan Street; thence in a northerly direction along <br />the welt right -of -way line of Michigan Street to the north right -of -way line <br />of Sam le Street, which is the point of beginning. <br />NOW, THEROFORE, BE IT RESOLVED BY THE SOUTH BEND REDEVELOPMENT COMMISSION: <br />1. That the proposed Urban Renewal Area described above is a slum, blighted, <br />deteriorated, or deteriorating area appropriate for an urban renewal project, <br />that the cevelopment of such area for predominantly residential uses is necessary <br />for the proper development of the community, and that the undertaking by the City <br />of South Eend, Department of Redevelopment of surveys and plans for an urban <br />renewal p oject of the character contemplated by Section 110(c) of Title I in <br />the proposed Urban Renewal Area is hereby approved. <br />2. That the financial assistance available under Title I is needed to <br />enable thE City of South Bend, Department of Redevelopment to finance the <br />planning nd undertaking of the proposed Project. <br />
