ATTACHMENT A: SCOPE OF SERVICES PHASE 2 <br />It is our understanding that the City of South Bend wishes to establish an impervious cover -based stormwater <br />utility to provide long-term and sustainable funding for its stormwater program. It is also our understanding <br />that the city wishes to break this effort into phases to accommodate available funding. Work on Phase 1, <br />digitization of impervious surfaces and preparation of a rate structure database, is in process. As Phase 2 of <br />this effort, CBBEL will develop stormwater program costs, recommend a fair and equitable stormwater fee and <br />rate structure, and summarize these findings in a rate study report. <br />Work under a subsequent, and final, phase will build public support, assist with the utility adoption process, <br />and support billing staff in the conversion of the rate study database to the city's billing database. <br />CBBEL will complete the following tasks as part of Phase 2: <br />Task 1— Identify Stormwater Program Costs: CBBEL will review existing stormwater budgets, such as the <br />stormwater quality management plan (SWQMP) implementation budget, and budgets for stormwater capital <br />improvement and special projects to create an estimate of the stormwater program costs. This task will also <br />include recommended organization and staffing for an enhanced program. <br />The following activities will be completed as part of this task: <br />• Review annual operating disbursement for SWQMP implementation (salaries, equipment, public <br />education, training, assessment billing costs, and MCMs addressed) <br />• Review city data to identify capital improvement and operations and maintenance needs <br />• Provide estimated debt service cost alternative related to potential debt financing of capital items with <br />the assistance of Umbaugh under a separate city agreement <br />• Identify cost sharing alternatives from other departments <br />• Identify associated utility billing costs <br />• Meet with city staff to review the recommended stormwater program costs <br />The deliverable for this task will be an average annual stormwater program operating disbursement and capital <br />improvement costs for a five-year period. <br />Task 2 — Rate Structure and Fee: CBBEL will develop a fair and equitable assessment basis using impervious <br />area (completed in Phase 1 under a separate agreement) and use that to create a rate structure to generate the <br />revenue needed for the five-year stormwater program costs identified in Task 1. The following activities will <br />be completed as part of this task: <br />• Calculate the equivalent residential unit (ERU) <br />• Create an interactive rate study database that will calculate the fee for each parcel and allow the user to <br />immediately see the effects of changing various parameters <br />• Calculate rates for three different scenarios with a list of top 50 rate payers <br />• Recommend options for stormwater user fee credits <br />• Meet with city staff to review the scenarios, largest rate payers, associated fees for each scenario, and <br />options for user fee credits <br />The deliverable for this task will be three stormwater utility rate scenarios and a recommendation scenario for <br />implementation. <br />
