CJ <br />RESOLUTION NO. 420 <br />RESOLUTION OF THE SOUTH BEND REDEVELOPMENT COMMISSION <br />GOVERNING BODY OF THE DEPARTMENT OF REDEVELOPMENT OF <br />THE CITY OF SOUTH BEND, INDIANA AUTHORIZING THE FILING <br />OF AN AMENDATORY LOAN AND GRANT APPLICATION FOR PROJECT <br />NO. INDIANA R -66 <br />WHEREAS, it is necessary and in the public interest that the <br />Department of Redevelopment of the City of South Bend avail itself of the <br />financial assistance provided by Title I of the Housing Act of 1949, as <br />amended, to carry out the urban renewal project described as Central <br />Downtown Area, Indiana R -66, and bounded generally by: <br />Beginning at a point formed by the intersection of the <br />north ROW line of LaSalle Avenue and the west ROW line of <br />Main Street; thence south along the west ROW line of Main <br />Street to the north ROW line of Washington Street; thence <br />west along the north ROW line of Washington Street to the <br />west ROW line of LaFayette Boulevard; thence south along <br />the west SOW lime of LaFayette -- Boulevard' to. the -south ROW line <br />of Jefferson Boulevard; thence east along the south ROW <br />line of Jefferson Boulevard to the west ROW line of Main <br />Street; thence south along the west ROW line of Main Street <br />to the south ROW line of Monroe Street; thence east along <br />the south ROW line of Monroe Street to the west ROW line <br />of Fellows Street; thence south along the west ROW line of <br />Fellows Street to the south ROW line of Monroe Street; <br />thence east along the south ROW line of Monroe Street and <br />proceeding in a northeasterly direction along said ROW <br />line to the center of the St. Joseph River; thence pro- <br />ceeding in a northwesterly direction along the center of <br />the St. Joseph River to the north ROW line of LaSalle <br />Avenue; thence west along the north ROW line of LaSalle <br />Avenue to the west ROW line of Main Street which is the <br />point of beginning; <br />hereinafter referred to as the "Project "; and <br />WHEREAS, it is recognized that the Federal contract for <br />such financial assistance pursuant to said Title I will impose certain <br />obligations and responsibilities upon the Local Public Agency and will <br />require among other things: (1) the provision of local grants -in -aid; <br />(2) a feasible method for the relocation of individuals and families <br />displaced from the project area; and (3) other local obligations and <br />responsibilities in connection with the undertaking and carrying out <br />of urban renewal projects; and <br />WHEREAS, Title VI of the Civil Rights Act of 1964 prohibits <br />discrimination on the basis of race, color or national origin under any <br />program or activity receiving Federal financial assistance and Executive <br />Order 11063 prohibits discrimination on the basis of race, color, creed <br />or national origin in the sale, lease or other disposition of residential <br />property (including land intended for residential use) or in the use or <br />occupancy thereof; and <br />WHEREAS, the Local Public Agency has elected to make reloca- <br />tion payments in excess of $25,000, it is recognized that such payments <br />are to be made in accordance with the regulations governing relocation <br />payments; and the Local Public Agency has, or will have, available local <br />funds. <br />WHEREAS, the objectives of the Urban Renewal Plan cannot be <br />achieved through more extensive rehabilitation of the Project area: <br />NOW, THEREFORE, BE IT RESOLVED BY THE SOUTH BEND REDEVELOPMENT <br />COMMISSION OF THE DEPARTMENT OF REDEVELOPMENT: <br />1.
