BILL NO. 7-07 PUBLIC HEARING ON A BILL <br />AMENDING THE 2007 SALARY <br />ORDINANCE FIXING MAXIMUM SALARIES <br />AND WAGES OF APPOINTED OFFICERS AND <br />NON-BARGAINING EMPLOYEES OF THE <br />CITY OF SOUTH BEND, INDIANA FOR THE <br />CALENDAR YEAR 2007 <br />Councilmember Pfeifer, Chairperson, Personnel and Finance Committee, reported that this <br />committee held a Public Hearing on this bill this afternoon and voted to send it to the full <br />Council with a favorable recommendation. <br />Catherine Fanello, CPA, City Controller, 14th Floor County-City Building, 227 W. Jefferson <br />Blvd., South Bend, Indiana, made the presentation for this bill. <br />Ms. Fanello advised that this bill would allow for the appropriation of capital and community <br />program dollars for the fiscal year 2007. The bill reflects the need to maintain city assets as well <br />as fund on-going community programs. A report of the detail will follow as well as a report on <br />the 2006 Capital accomplishments. Ms. Fanello also stated that it has become necessary to make <br />additional title changes and salary adjustments for 2007 in the Department of Finance in order to <br />attract qualified personnel to fill current vacancies. She noted that these proposed changes will <br />bring efficiency and increased accountability. <br />This being the time heretofore set for the Public Hearing on the above bill, proponents and <br />opponents were given an opportunity to be heard. <br />There being no one present wishing to speak to the Council either in favor of or in opposition to <br />this bill, Councilmember Dieter made a motion for favorable recommendation to full Council <br />concerning this bill. Councilmember Varner seconded the motion which carried by a voice vote <br />of eight (8) ayes. <br />BILL NO. 8-07 PUBLIC HEARING ON A BILL OF THE <br />COMMON COUNCIL OF THE CITY OF <br />SOUTH BEND, INDIANA <br />APPROPRIATING $42,000 FROM FUND <br />212, THE COMMUNITY & ECONOMIC <br />DEVELOPMENT FUND, FOR <br />CONSULTANT SERVICES IN THE <br />DEPARTMENT OF CONINIUNITY & <br />ECONOMIC DEVELOPMENT <br />Councilmember Dieter made a motion to hear the substitute version of this bill. Councilmember <br />Varner seconded the motion which carried by a voice vote of eight (8) ayes. <br />Councilmember Dieter made a motion to amend the substitute version of this bill. <br />Councilmember Varner seconded the motion which carried by a voice vote of eight (8) ayes. <br />Councilmember Varner read into the record to add to Section II, The consultant's quarterly <br />reports and final reports shall be filed in the City Clerk's Office. <br />Councilmember Dieter, Chairperson, Community and Economic Development Committee, <br />reported that this committee held a meeting this afternoon to discuss the pros and cons and it was <br />the consensus of the committee to send this amended substituted version of this bill to the full <br />Council with a favorable recommendation. <br />Catherine Fannello, CPA, City Controller, 14th Floor County-City Building, 227 W.
