RESOLUTION NO. 440 <br />RESOLUTION OF THE SOUTH BEND REDEVELOPMENT COMMISSION, GOVERNING <br />BODY OF THE CITY OF SOUTH BEND, DEPARTMENT OF REDEVELOPMENT <br />AUTHORIZING THE CHANGE IN LAND USE FOR DISPOSITION PARCEL 1 -1 AND <br />IL THE SECURING OF NEW REUSE APPRAISALS FOR THE PARCEL IN THE <br />CENTRAL DOWNTOWN PROJECT, INDIANA R -66. <br />WHEREAS, the City of South Bend, Department of Redevelopment, (hereinafter called <br />the LPA), is engaged in the carrying out of an Urban Renewal Project for the Central <br />Downtown, Indiana R-66 under a Loan and Grant Contract with the United States of <br />America, Department of Housing and Urban Development, (hereinafter called the <br />Government), which Contract dated December 9, 1969, as amended to date; and <br />WHEREAS, in the Urban Renewal Plan for this Project called for the reuse of Dis- <br />position Parcel 1 -1 to be Service Commercial and the LPA obtained reuse appraisals <br />on the Parcel for that reuse; and <br />WHEREAS, in the planning and installation of the new site improvements for the area <br />and more particularly the rights- of-way and installation of St. Joseph Street <br />between Colfax Avenue and LaSalle Avenue, it was found to be necessary to realign <br />the rights - of-way of St. Joseph Street for a more efficient traffic flow system <br />and the meeting of proper grades and turn radius at intersections; and <br />Ark WHEREAS, this realignment of St. Joseph Street between LaSalle and Colfax Avenues <br />_ reduces the size and changes the shape of Disposition Parcel 1 -1 to such an extent <br />that rendered the Parcel too small for effic tent Service Commercial Reuse and the <br />said design was such that proper ingress and egress to the Parcel for Commercial <br />Use would not be available; and <br />WHEREAS, it has been determined by the LPA that the only alternative proper use <br />for this Disposition Parcel is for Park and Open Space purposes; and <br />WHEREAS, this land use change and additional reuse appraisal request was incor- <br />porated into the Application for an Amended Loan and Grant Contract dated September 7, <br />1972 and submitted to the Government for their approval. <br />NOW, THEREFORE BE IT RESOLVED, by the South Bend Redevelopment Commission, Governing <br />Body of the City of South Bend, Department of Redevelopment that the South Bend <br />Redevelopment Commission determines and approves that the land use for Disposition <br />Parcel 1 -1 be changed to Park and Open Space, the Parcel be reappraised for that <br />reuse, subject to the approval of the Government. <br />BE IT FURTHER RESOLVED, that the Executive Director of the Department of Redevelopment <br />is hereby authorized and directed to submit all necessary documents as a request to <br />the Government for this change in land reuse and reappraisal of the Parcel for the <br />_ reuse for Disposition Parcel 1 -1 being located within the Central Downtown Project, <br />Indiana R -66. <br />ATTEST: <br />r <br />Rev.
