<br />RESOLUTION OF THE CITY OF SOUTH BEND REDEVELOPMENT ST. JOSEPH CO.
<br />COMMISSION RATIFYING AND CONFIRMING RESOLUTION NO. INDIANA
<br />648 WITH RESPECT TO THE MONROE- SAMPLE DEVELOPMENT FILED FOR R E CC
<br />AREA, REDECLARING THE MONROE- SAMPLE DEVELOPMENT AREA
<br />TO BE BLIGHTED AND APPROVING A DEVELOPMENT PLAN.
<br />WHEREAS, the City of South Bend Department of Redevelopment has, pursuant
<br />to the Redevelopment of Cities and Towns Act of 1953, as amended (the "Act "),
<br />conducted surveys and investigations and has thoroughly studied that area in
<br />the City of South Bend, County of St. Joseph, State of Indiana, hereby desig-
<br />nated as the Monroe- Sample Development Area which is more particularly described
<br />by a line drawn as follows:
<br />A parcel of land being a part of the City of South Bend,
<br />Portage Township, St. Joseph County, Indiana, and being
<br />more particularly described as follows, viz:
<br />Beginning at the
<br />Street and Monroe
<br />said Monroe Stree
<br />'Jay East; thence
<br />intersection with
<br />Southwesterly and
<br />part, also known
<br />intersection with
<br />North along said
<br />intersection of the centerlines of Michigan
<br />Street in said City; thence East, along
<br />t centerline, to the centerline of Lincoln
<br />southeasterly along said centerline to its
<br />the centerline of-State Road 23; thence
<br />Westerly along said centerline (being, in
<br />as the centerline of Sample'Street) to its
<br />the centerline of Michigan Street; thence
<br />centerline to the place of beginning.
<br />WHEREAS, upon such surveys, investigations and studies being made, it has
<br />been found by the City of South Bend Redevelopment Commission that the above
<br />described area has become blighted to an extent that such blighted conditions
<br />cannot be corrected by regulatory process or by the ordinary operations of pri-
<br />vate enterprise without resort to the provisions of the Act, and it has been
<br />further found that the public health and welfare would be benefitted by acqui-
<br />sition in and redevelopment of such area under the provisions of the Act; and
<br />WHEREAS, the Commissioners have caused to be prepared maps and plats show-
<br />ing the boundaries of such blighted area, the location of the various parcels
<br />of properties, streets and alleys and other features affecting the acquisition,
<br />clearance, replatting, replanning, rezoning and redevelopment of such area, and
<br />indicating the parcels of property to be included or excluded in the acquisition
<br />and portions of the area to be acquired which are to be devoted to streets,
<br />alleys, levees, sewerage, parks, playground and other public purposes under the
<br />redevelopment plan; and
<br />WHEREAS, the Development Plan, adopted by Declaratory Resolution No. 633,
<br />adopted on February 2, 1981, and confirmed by Resolution No. 635, adopted on
<br />March 20, 1981, has been amended by Declaratory Resolution No. 636, adopted on
<br />April 16, 1981, and confirmed by Resolution No. 641, adopted on June 12, 1981;
<br />and
<br />WHEREAS, the Commissioners did, on November 24, 1981, adopt Declaratory
<br />Resolution No. 648, redeclaring, among other things, the Monroe- Sample Develop-
<br />ment Area to be blighted and approving a Development Plan and increasing the
<br />size of the Monroe- Sample Design Review Committee as established within the
<br />Monroe - Sample Development Plan; and
<br />WHEREAS, as required by law, the St. Joseph County Area Plan Commission
<br />and the South Bend Common Council have considered and approved said Resolution
<br />No. 648 and the Development Plan, and, subsequently, the Commissioners did, on
<br />February 5, 1982, hold a public hearing for the purpose of presenting said Reso-
<br />lution No. 648 and to hear and consider remonstrances concerning said resolution;
