R -66, CREATING AN ALLOCATION AREA KNOWN AS "CENTRAL, DOWNTOWN URBAN RENEWAL ALLOCATION AREA NO. I " MiEREAS, the City of South Bend Redevelopment Commission ( "Commission ")• governing body of the City of South Bend Department of I:c;development (. "Department ") did on December 16, 1968 adopt Resolution No. 215 declar:.ag the following area in the City of South Bend, Indiana ( "City ") to be a blighted area within the meaning of the Redevelopment o l: Cities and 'r -) ms Act of 1953 ( Indiana Code 18-7-7) ( "Act ") : Begiri,ing at a point formed by the intersection of the ncrth right -of -way line of LaSalle Avenue and the west right -of -way line of Main Street; thence south along the west right -of -way line of Main Street to the north right -of -way line of Washington Street; thence west along the north right -of -way line of Washington Street to the west right -of -way line of Lafayette Boulevard; thence south along the west right -of -way line of Lafayette Boulevard to the south right-of -way line of Jefferson Bouelvard; thence east along the south right -of -way line of �Ir Jefferson Boulevard to the west right -of -way line of Main Street; thence south along the west right - of -way line of Main Street to the south right -of -way line of Monroe Street; thence east along the south right -of -way line of Monroe Street to the west right -of -way line of Fellows Street; thence south along the west right -of -way line of Fellows Street to the south right -of -way line of Monroe Street; thence cast along the south right -of -way line of Monroe Street and proceeding in a northeasterly direction along said right -of -way line to the center of the St. Joseph River; thence proceeding in a northwesterly direction along the center of the St. Joseph River to the north right -of -way line of LaSalle Avenue; thence west along the north right -of -way line of LaSalle Avenue to the west right -of -way line of Main Street which is the point of beginning. WHEREAS, Section 39.1 of the Act has been created and amended co permit the creation of an "allocation area" within a blighted area rind to provide for the allocation and distribution, as provided in the Act, of the proceeds of taxes levied on real property situated in an aill.ocation area; and WHFRF.AS, the Board of Commissioners has caused to be prepared .a map showing the boundaries of such an allocation area; and WHEREAS, the Board of Commissioners did on June 6, 1980 adopt Resolution 61S declaring such area as "Central Downtown Urban Renewal Al locot•ion Area No. •I; and WHERFAS, as required by law, the St. Joseph County Area Plan Com- mission and the South Rend Common Council have considered and approved said Resolution 615 and the Urban Renown]. Plan (redevelopment plan),and subscduently the Board' of COR issionors did on this July 2S, 1980, hold a public hearing for the purpose of prosonting said Resolution 615 and to hear and consider remonstrances concerning said Resolution; and 1`HER[:A.`i, said Redevelopment of Cities and Towns Act of 1953, as cuucndcd., that the Board or Commissioners, after such hearing and consideration, shall take final action determining the public utility and I)enefit: of the project, either confi.nninh, modifying, or rescinding Resolution 015; and
