10. To create an overall environmental quality that <br />recognizes the pervasive use and influence of the automobile on the <br />Area but at the same time provides pedestrians with a safe, <br />accessible, and attractive circulation system. <br />11. To coordinate the economic revitalization and physical <br />redevelopment of the Area with the major programs being implemented <br />on commercial corridors such as Western Avenue and Lincoln Way West. <br />12. To increase the use of the parks and walkways along <br />the St. Joseph River and the East Race Waterway for both passive and <br />active recreation. <br />13. To encourage a balanced transportation system that <br />provides for and accommodates various forms of transportation <br />.� including automobile, bus and pedestrian traffic. <br />14. To maintain a consistently high level of quality in <br />design and materials for new construction, renovation projects, <br />public space, landscaping, lighting and signage. <br />15. To create and maintain a strong private /public <br />organizational framework in which to establish project plans and <br />implementation strategies. <br />D. Development Plan Objectives <br />1. Central Business District <br />a. To facilitate and promote new retail, commercial <br />and mixed -use development of vacant or underutilized land, both <br />publicly and privately owned, consistent with the goals for the <br />Area. <br />b. To facilitate and promote the increased use of <br />existing vacant or underutilized buildings through a comprehensive <br />and systematic combination of facade design, public improvements, <br />financial and tax incentives, parking and other related programs. <br />' <br />C. To identify and define a core activity area and <br />focus planning, programs, development, implementation strategies and <br />private and public resources to create a critical development mass. <br />d. To improve the physical connection for pedestrians <br />and increase the movement of foot traffic between the Central <br />Business District and the East Bank. <br />e. To create a simpler vehicular circulation system <br />for internal traffic patterns which allows for greater accessibility <br />and visibility of destination points. <br />f.
