v <br />SECTION II. The committee shall consider the following <br />items: <br />(a) The advisability of building a mixed -use facility, <br />including the utilization of air rights. <br />(b) The use of elevated pedestrian walkways connect- <br />ing the garage to nearby retail or office <br />buildings. <br />(c) The designation of free parking spaces for <br />retail shoppers, including the number and <br />location of such spaces. <br />(d) The designation of parking spaces to be leased <br />in bulk to private entities, including the <br />number and location of said spaces. <br />(e) The feasibility of including first floor retail <br />and /or office space. <br />(f) The feasibility of the inclusion of space for use <br />in conjunction with the River Bend Plaza mainte- <br />nance operation. <br />Ark SECTION III. The final plans for the parking facility <br />shall be subject to the approval of the Redevelopment Department <br />Design Review Committee. <br />SECTION IV. Until such time as construction of the parking <br />facility begins, the Board of Public Works may lease the property to <br />an Indiana not - for - profit corporation, pursuant to I.C. 36- 1 -11 -1, <br />for use as a parking lot. <br />SECTION V. The title of the real estate shall revert to <br />the South Bend Redevelopment Commission if construction of the <br />parking facility has not begun within five (5) years from the date of <br />this agreement. <br />SECTION VI.
