RESOLUTION NO. 664 <br />A RESOLUTION OF THE SOUTH BEND REDEVELOPMENT COMMISSION <br />ENCOURAGING THE COMMON COUNCIL TO DESIGNATE THE AIRPORT <br />INDUSTRIAL PARK AS A TAX ABATEMENT IMPACT AREA. <br />WHEREAS, the South Bend Redevelopment Commission recognizes <br />that there are certain areas within the City which are blighted and <br />non - productive with regard to their contribution to this community's <br />tax base and employment opportunities; and <br />WHEREAS, the Redevelopment Commission and the South Bend <br />Common Council have pledged to consider the granting of tax abatement <br />to any property owners in these areas proposing a development which <br />meets the goals and objectives of the Council and Commission, <br />provided that the Council and Commission shall not favorably consider <br />projects which do not contribute to the public utility or public <br />benefit of the area; and <br />WHEREAS, the Redevelopment Commission has heard substantial <br />evidence indicating that the Airport Industrial Park Phases IV and V <br />have experienced a decrease in growth to an extent which cannot be <br />corrected by regulatory processes or the ordinary operations of <br />private enterprise without the assistance of its being designated a <br />tax abatement impact area to encourage and facilitate its <br />development; and <br />WHEREAS, the economic development of the City of South <br />Bend, through the creation of employment opportunities and other <br />positive benefits to the economy of this area, will be benefited by <br />such improvement; <br />NOW THEREFORE, BE IT RESOLVED by the South Bend <br />Redevelopment Commission: <br />SECTION I. That the Commission finds that the Airport <br />Industrial Parkk Phases IV and V, a map and legal description of <br />which are attached as Exhibits A and B and are incorporated fully <br />herein, have experienced under utilization, cessation of growth, and <br />a lack of employment growth and productivity with regard to its <br />contribution to this community's tax base and employment <br />opportunities. <br />SECTION II. The Redevelopment Commission pledges to <br />consider the granting of tax abatement to any property owners within <br />the Airport Industrial Park Phases IV and V who propose a development <br />which meets the goals and objectives of the Commission and Common <br />Council, but the Commission shall not favorably consider any projects <br />which do not contribute to the public utility or public benefit of <br />the area. <br />SECTION III. Any petition for tax abatement filed by such <br />property owners sh be reviewed by the Redevelopment Commission in <br />conformity with statutes and ordinances in effect at the time of <br />filing. <br />SECTION IV. <br />the South Bend Common <br />Phases IV and V a tax <br />SECTION V. <br />the Common ounce to <br />declaration. <br />That the Redevelopment Commission encourages <br />Council to declare the Airport Industrial Park <br />abatement impact area. <br />That a copy of this Resolution be forwarded to <br />indicate the Commission's support of its <br />REDEVELOPMENT COMMISSION <br />JAY NI Z, PR DENT <br />ATTE <br />.
