The Director <br />General feels, however, that in the present stress as to the essential labor and <br />material supply all work of this kind which can be postponed without injury should <br />not be undertaken, and the rdilr oad - should not be expected to part is ipate in the <br />payment unless the expenditure is indispensable. <br />W.
