C 8uly 29f 1918. <br />C IRCITLA.R No. 44 <br />FIRST; Whereever Street or Road Construction and other D' blic' impsovi- <br />ments are c oixtemplated by the Author it ies in any State or County, District or Munk l:- <br />pa l ity, f or wh is h a portion of the cast in an amount exceeding Five hundred Dollars <br />($500 00)Dollars� is to be charged against any railroad under Federal Control, the <br />Authorities are requested to take the m tter up with the Federal Management of the <br />road directly interested and secure the concurrence of the railroad adminstrat'ion in <br />advance, <br />SECOND-- In the event this is not done, the Director General will reserve <br />the right to doe ide whether or not he will participate- in the payment. <br />THIRD-, - <br />It is not the attidude of the Director General to oppose con- <br />struction of this characteer which is mer itor ious and essential. The Director <br />General feels, however, that in the present stress as to the essential labor and <br />material supply all work of this kind which can be postponed without injury should <br />not be undertaken, and the rdilr oad - should not be expected to part is ipate in the <br />payment unless the expenditure is indispensable. <br />W.
